1. Assignment title:           Engaging data enumerators for beneficiary database development, periodic monitoring, and reporting to ensure compliance with the principles of Locally Led Adaptation under the NABAPALLAB Project.
2. Description: Enumerators will be commissioned by the MEL & Research team of NABAPALLAB project, Practical Action to run different online/offline surveys, interviews, and focus groups using digital tools and platforms

10. Background and purpose of the assignment:

10.1 Background:

Practical Action is an international development organization that works on innovative ideas so people in poverty can change their world. We work with communities to develop ingenious water and waste management solutions, agriculture, climate resilience, and clean energy access. Practical Action Bangladesh's country programme is currently being implementing, UK Foreign, Commonwealth and Development Office-FCDO’s flagship Bangladesh Climate and Environment Programme (BCEP) – a key component of the Bangladesh-UK Accord on Climate Change. The project is locally known as ‘Nature Based Adaptation towards Prosperous and Adept Lives & Livelihoods in Bangladesh (NABAPALLAB/ নবপল্লব)’ aims to engage biodiversity and natural resourcedependent communities to strengthen the climate resilience of the two Ecologically Critical Areas (ECAs) – Sundarbans and Hakaluki Haor, conserve biodiversity, and at the same time, diversify and improve people's livelihood through innovative nature-based (NBS) and locally led adaptation (LLA) solutions. . In the NABAPALLAB project, Practical Action implementing the climate resilient livelihoods (off farm, on farm) through Climate Smart Agriculture, Aquaculture, Livestock, Renewable energy and Weather Information services related interventions in Khulna district under the Sundarbans ECA areas.

Practical Action is primarily responsible for beneficiary database development, periodic monitoring and reporting. Apart from this, there is need for additional resources for need based data collection and process monitoring for different activities that Practical Action implementing.

To efficiently implement these activities the project will engage and mobilize enumerators through an online advertisement and by a selection process.

10.2     Objectives

  • To participate in training sessions to stay updated on new digital data collection tools and methodologies.
  • To conduct online/offline surveys, interviews, and focus groups using digital tools and platforms.
  • Accurately input and manage collected data in digital databases, ensuring data integrity and confidentiality.

11. Scope of work:

The team will get the opportunity to work-

  • It will create scope to develop beneficiary databases for direct beneficiaries as well as community-based approach beneficiaries
  • The MEL&R team will be able to collect sufficient data for various periodic monitoring from which management can take decisions on whether the project is on track or not.
  • The monitoring team will be able to analyze the data obtained from various surveys and attach it to the progress report, from which an analytical report will be created.
  • From here, a database containing basic information of Community-based Approach beneficiaries will be created, which can be used to provide them with climate and weather information messages.

13. Methodology of the assessment:

Methodology: The assessment will have to apply the quantitative (and qualitative, if required) method, the survey for data collection to obtain primary data and information from the direct and community-based approach beneficiaries NABAPALLAB projects.

Target respondents: The direct and community-based approach beneficiaries will be core respondent for this assessment.

Data collection steps: The data will be collected step by step. In the first step, we will collect 12941 (approx.) community-based approach beneficiaries’ basic information for starting to till Y2Q2. Regarding that, the data collection process will be in one slot by the selected and trained Data Collectors employed by Practical Action.

Assessment areas: Assessment area will be NABAPALLAB project area- Dacope, Koyra and Paikgacha under Khulna district.  

Data Collection and Verification: Data will be collected periodically or based on project needs. Enumerators will collect data from pre-determined beneficiaries list of direct and community-based approaches. MEL&R team will provide list/ area to the enumerators with basic training and assign enumerators for a specific location. Enumerators will visit door to door for collection the data from the beneficiaries. If required, MEL&R and project implementation team will verify the data sample basis. Necessary adjustments will be made after the verification of data and finally a clean database will be prepared for further use.    

Data Entry and Management: To establish a centralized database designed to securely store the collected beneficiary data, ensuring it is easily accessible for future use. Accurately enter all collected data into the database, employing rigorous data entry protocols to minimize errors and ensure consistency. Following data entry, a comprehensive data cleaning process will be performed to eliminate duplicates, correct any inaccuracies, and fill in missing information.

14. Selection of the enumerators and Payment

The selection will be conducted through a competitive process and/or headhunting under a selection committee. Females are highly encouraged to apply as enumerators and would prefer to form a team consisting of both male and female enumerators to be assigned as short-term master role employees for a stipulated period.

Remuneration/Allowance:

The daily remuneration/allowance will be decided as per the following daily rates considering the educational background, experience and local context and project requirements. Daily allowance will cover lunch and conveyance/remuneration. No other admissible benefits will be provided.

  • The daily rate for enumerators/volunteers is BDT 1,000. For enumerators working outside their base union, the rate will be BDT 1,300 per day.

15. Terms and Conditions

  1. Practical Action must provide a contract/offer letter/formal document as per organizational policy to the enumerator.
  2. 2 hard copies of these should be signed by Practical Action and enumerators: 1 for Practical Action and 1 for the enumerator.
  3. Practical Action will keep track of enumerators' data collection days in the attendance sheet and provide recommendations for the payment for each enumerator after reviewing their performance.
  4. Payment will be made through bank transfer (any online banking)/ mobile banking/cash.
  5. At least 20-25 HH surveys need to be conducted per day, for partial task completion, payment will be made after recovering the due assignment.
  6. Payment will not be applicable for incomplete/sub-standard deliverables.
  7. Enumerators should not share survey findings with any other organization or on public platforms (including social media) without prior permission from Practical Action.

16. Qualification and Responsibilities of the Enumerators

21 data enumerators will be selected through a selection process.

16.1 Key Qualification & Experience

  • Minimum HSC pass and above from any discipline
  • Must have smartphone having android version 11 or above and fluent in data collection using smartphone
  • Local resident of respective unions under Dacope, Koyra and Paikgacha upazilas of Khulna district as well as Khulna district level resident.
  • Preference will be given for working experience in development organizations in a frontline position like data collector/Field Facilitator/Community Mobilizer etc.
  • Preference will be given for collecting data by using KoBo tools related experience.
  • Experience working within the NGO context at community level.

 

16.2 Responsibilities:

  • Participates in day-long training on data collection tools and methodology.
  • Collect households’ quantitative/qualitative data through Mobile apps.
  • Collect at least 20-25 HHs data per day.
  • Ensure Data quality during households’ surveys and work as team members.
  • The regular activity time will be 9.00 am to 5.00 pm (Sunday-Thursday) and need to achieve the daily target. May require working beyond office hours to attend meetings & other priorities at community level.
  • Enumerators will not share survey findings with any other organization or on any public platforms including social media.
  • Any other tasks assigned by the supervisor from time to time.
