Assignment title: Radio Campaign to make mass people aware of the 3R (Reduce, Reuse and Recycle) strategy for Solid Waste Management.
Description:
Practical Action is looking for a Radio channel (private/community) experienced in producing and broadcasting social campaigns. The channel will be in charge of undertaking the campaign (idea generation, field work, content development, production, broadcasting, etc.) and day-to-day reporting and meeting with the Practical Action’s Communications team in Dhaka.
Location: Ukhiya and Teknaf Upazila of Cox’s Bazar
Duration and timing: 60 days (including holidays and weekends) after 7 days of contract signing.
Number of Working Days: 60 days, including holidays and weekends
Fee Rate and Total Fees: The Radio Channel has to provide the rate and fees with a detailed Budget Breakdown.

1. Background and Purpose of the assignment:

UNDP has undertaken the Sustainable Solutions to Solid Waste (SWM) project and as a part of it, Practical Action is going to implement an awareness-building program to change the behaviour of the local community for a better SWM system in Ukhiya and Teknaf Upazila of Cox’s Bazar.

Objectives

The objective of this assignment is to carry out a radio campaign through audio content for creating mass awareness on SWM in Cox’s Bazar including preparing audio content and broadcasting.

Scope of work:

The relevant radio will visit the stated sites and collect the content working closely with the communications team of Practical Action. The specifics of the scope are:

a. Upon receiving the work order, the radio will submit a final work plan with date/time and agreed by both parties;
b. Travel to Ukhiya, Teknaf and Cox’s Bazar;
c. Interview/meeting with the common people;
d. Make events plan and get approval from Practical Action for each event;

2. Deliverables:

Focusing Solid Waste Management, especially 3R, waste segregation and non-littering into the rivers and the sea, the selected radio will:

a. Broadcast PSAs (Public Service Announcement); 3 times a day (one for each- Reduce, Reuse, and Recycle) i.e. = 180 nos. (60 each)
b. Live program – radio talk-shows with phone calls; (include govt. representative if possible (duration 30 mins, fortnightly at (evening primetime time)
c. Cultural programmes; (local language) – once in a month.
d. Spot reporting from the community on their waste management practice;
e. Prize giving event following a quiz competition;
f. We have to reach child / school going people, thus required specific program to reach those group. In this regard, we have to design such program as well. (let us know)
g. Deliver and transfer the final audio files including a detail report including detail reach of counting listener (in English) to Practical Action.

3. Level of effort:

a. Participation to a virtual induction facilitated by Practical Action team;
b. Frequent field visits, as per requirement;
c. Regular consultation meeting with the communications team.

4. Role of Practical Action:

The main responsibility of Practical Action is to:

a. Provide support in preparing the programme itinerary;
b. Provide technical feedback and support throughout the process.

5. Payment

All applicable taxes will be deducted at source. The release of funds will be made in two instalments:

  • We will pay the bill after completion of the work with satisfactory by the Technical person and management.

6. Required competencies and experience:

Essential:

a. Minimum 5 years of community based broadcasting experience.
b. Knowledge of using online based software for sending/receiving high-res videos & still photos;
c. English speaking and writing;
d. Chittagonian language speaking and understanding;
e. Ability to travel in the rural areas and bring out results (audio, footage)

Desired:

a. Experienced in working with INGOs;
b. Experienced in working with other Media (TV, Newspaper);
c. Availability for working from the dawn to dusk.

7. Submission process

a. Please send to Procurement.BD@practicalaction.org.bd by 31st October 2021;
b. Names of the team (maximum 4) members with short bio;
c. Cover Letter with copies of organisational legal papers – TIN, last audit report, others;
d. Brief proposal including a detailed work plan with financial offer.

8. Resignation and Cancellation/Termination of contract

a. Penalty Clause – in case of delays in the submission of the document, a 2% penalty will be deducted from the total payment for each day delayed. The selected bidder/agency must pay back the total amount of the advance money if it fails to submit all deliverables and/or withdraws from the contract. The selected vendor must notice Practical Action, in writing, if it needs to extend the submission date;
b. Practical Action in Bangladesh reserves the right to cancel, amend, defer the contract agreement.

9. Intellectual Property Rights

All deliverables (audios, transcripts, reports) will be considered as Practical Action’s property. However, any of them can be used by media and/or by the selected radio for people’s good with prior written approval from Practical Action, but cannot sell to/reproduce for other entity.

10. Important notes:

a. Practical Action requires the consultancy agency to take all safety measures for its employers to protect the Covid-19 pandemic, especially those who will be involved in this agreement;
b. Practical Action will not take any responsibility if any of the members of the selected agency get affected by Covid-19 during / after the field trip;
c. All required equipment (camera, monitor, other) should be provided by the selected agency;
d. Practical Action will not compensate for any damages \ loss of any equipment;
e. Practical Action will not provide any vehicle, accommodation, food to the selected agency;
