CONSULTANCY CONTRACT FOR HYGIENE PROMOTION SPECIALIST

BACKGROUND:

Bangladesh is facing significant challenges in combating COVID-19 as it is a densely populated country and also houses a million stateless Rohingya refugees in sprawling Rohingya camps that are conducive to the spread of epidemics. Although no COVID-19 cases were reported among the Rohingyas so far. The effects of a possible outbreak of the coronavirus in one of the world's largest refugee camps in Bangladesh will be devastating. Such exacerbating situation, if it arises in future, can be eradicated with better hygiene practices.

Practical Action has been ensuring solid waste management in support of UNDP under the project titled as ‘Solid waste management livelihoods and public campaign project in host communities and camps in Teknaf and Ukhiya under Cox’s Bazar District’. Amidst the rise of coronavirus outbreaks in Bangladesh, Practical Action came up with a sound 3 month Response Plan under the current UNDP – Solid waste management Project. The response plan offers measures:

  • To contribute/stop the spread of the virus across the project communities, particularly the project group target population.
  • To reinforce the mechanisms to keep the host communities clean of waste, particularly derived from the covid19 outbreak.

1 Purpose of the assignment

To hire a consultant who will help to develop context specific IEC / BCC materials, prepare training module, generate a strategy report/guideline focussing on Covid19 and Solid Waste also simultaneously perform other associate activities related to Hygiene Promotion.

2 Scope of work

The job description of the consultant is given below:

  • Leads and organizes training in hygiene promotion (for the staffs, volunteers, health workers, WASH committee members)
  • Maintains coordination with other NGOs/organizations and stakeholders linking solid waste management (SWM) with Covid19 response. Organizes orientation in presence with UNO, WASH Sector, Union Parishad
  • Develops context specific IEC/BCC materials on promotional activities and finalizes hygiene promotion messages that will go on printing on billboards, leaflets,posters, signboards, hygiene kits, PPE, hand washing devices with proper branding
  • Finalizes the hygiene promotional messages before disseminating via miking / audio content / radio programs/bulk SMS service to beneficiaries to raise awareness on Covid19
  • Provides critical inputs during preparation of training modules and communication strategy
  • Leads and facilitates hygiene promotion activities for categorical groups/populations which include interventions like awareness raising campaigns, focus group discussions etc.
  • Tracks performances against the deliverables timeline and assists team members in
    preparing various reports and documents with qualitative and quantitative information
    on the ongoing project activities.
  • Arranges and coordinates weekly/monthly coordination meetings including camp level
    WASH agencies meeting and attend sectoral meetings to update the project activities
    and situation at the camp
  • Represents Practical Action in different forums, meeting, workshop and other events
  • Assists during preparation of budget proposal and logistics for hygiene promotion activities: making and follow-up of core purchase order, quality control of materials delivered by suppliers etc
  • Leads the Assistant Field Officers-Hygiene Promotion and ensures hygiene promotion messages (linked to Covid19 & Solid Waste) are properly disseminated among the Rohingya and Host communities
  • Provides critical inputs and opinions to the team members in determining the selection of appropriate methodology and work plan of the organization in that region

3 Deliverables

  • Develop IEC/BCC Materials with context specific messages on hygiene promotion emphasizing on Covid19 and Solid Waste
  • Develop communication strategy in coordination with UNDP and local stakeholders
  • Prepare and finalise hygiene promotional messages and comms items having sector approval
  • Prepare training module in coordination with UNDP
  • Generate a strategy report/guideline focussing on Covid19 and Solid Waste

4 Code of Conduct

The consultant will have to follow Practical Action’s Code of Conduct throughout the duration of the assignment.

5 Duration of the contract

The duration of contract is 2 months including weekends and public holidays with effect from the date of signing. The strategy report/guideline will have to be submitted within the duration of the contract perid.

6 Proposal Evaluation

A proposal, including both technical (detailed methodology) and financial components, should be emailed to practicalaction@practicalaction.org.bd by 06 June 2020. Please include a detailed CV of the experts (only) highlighting relevant experience. Both organization, consulting firm and individual consultants are encouraged to apply. No late and hard-copy submissions will be accepted. Practical Action reserves the sole right to select the consultant.

7 Remuneration

  • The total budget of the assignment must not exceed BDT 200,000.00 (2 lacs only). The remuneration will be VAT and TAX inclusive according to the law of Bangladesh
  • The actual expenditure related to field travel including food, accommodation, per diem will be borne by the consultant
  • The payment for the consultant will be made through check. All TAX and VAT will be deducted at source at the rate of movement of Bangladesh order for the year
  • 50% of the total remuneration will be paid as first instalment upon signing the contract
  • The remaining 50% of the total remuneration will be paid after satisfactory completion of the assignment

8 Copyright of the content

The total copyright of the content developed under this assignment will be owned by Practical Action. If the consultant wants to refer/use the content for purposes outside this assignment, permission is required from Practical Action authority. Practical Action reserves the right to use the content for any purpose.

9 Coordination and reporting

10 Resignation and cancellation/termination of contract

The employment may be cancelled/terminated by either party as mutual agreement giving reasonable time. The services of the consultant will be governed by the Human Resource & Administration policy of Practical Action in Bangladesh, as applicable for an employee of part time employment.
