CONSULTANCY CONTRACT FOR DEVELOPING GUIDELINE FOR DESIGNING AND ALLOCATING BUDGET FOR SOCIAL SCHEMES
1. Project Background
Practical Action in Bangladesh has been working with waste management, both solid waste and faecal sludge, for almost two decades. The organization has extensive experience working with local government authorities, practitioners, business entrepreneurs, private sector and waste and sanitation workers.
The overall objective of the “Dignifying Lives: Inclusive approach for socio-economic empowerment of informal waste and sanitation workers” project, funded by European Union, is to contribute to participatory inclusive urban governance in which informal waste and sanitation workers are socially and economically empowered for delivering equitable and integrated services. In order to feed into the overall objective, the action will focus on strengthening the capacity of municipalities, recycling enterprises, civil society organisations for facilitating the realisation of labour rights of informal waste and sanitation workers for decent working environment, living wages and social inclusion. This project is being implemented in three municipalities and one city corporation: Faridpur, Bagerhat, Barguna Municipality and Gazipur City Corporation.
2. Purpose of the assignment
To develop a guideline for municipalities and multi-stakeholder forum in developing and allocating budget for innovative schemes to support education, health and decent livelihood support for waste and sanitation workers and their family members as well as gender inclusion.
3. Scope of work
The consultant will work as per the following job description:
- Conduct a needs assessment for informal waste and sanitation workers addressing their requirements for decent working environment, livings wages, social security and inclusion
- Conduct a consultation workshop with municipality authorities and Multi-Stakeholder Coordination Committees (MSCC) in the project locations regarding social schemes that can be provided/introduced for informal waste and sanitation workers
- Develop a guideline for municipalities and MSCCs on developing and allocating budget for social schemes for informal waste and sanitation workers
- Conduct a sharing session with key personnel of Practical Action
4. Deliverables
- A needs assessment report on informal and formal mechanisms for social security currently available for waste management service providers in four locations. The report should detail out the accessibility of any social scheme for waste and sanitation workers, informal coping mechanisms against different types of shocks (e.g. health) and gaps
- A guideline for municipalities and MSCC for designing and allocating budget for social schemes to support education, health and decent livelihood support for waste and sanitation workers and their family
5. Code of Conduct
The consultant will have to follow Practical Action’s Code of Conduct throughout the duration of the assignment.
6. Duration of the contract
Upon completion of the assignment, the final report will have to be submitted within 90 days starting from the date of contract signing.
7. Proposal Evaluation
A proposal, including both technical (detailed methodology) and financial components, should be emailed to practicalaction@practicalaction.org.bd by 30 November 2019. Please include a detailed CV of the experts (only) highlighting relevant experience. Both organization, consulting firm and individual consultants are encouraged to apply. No late and hard-copy submissions will be accepted. Practical Action reserves the sole right to select the consultant.

8. Remuneration
- The total budget of the assignment must not exceed BDT 500,000.00 (5 lacs only). The remuneration will be VAT and TAX inclusive according to the law of Bangladesh
- The actual expenditure related to field travel including food, accommodation, per diem will be borne by the consultant
- The payment for the consultant will be made through check. All TAX and VAT will be deducted at source at the rate of movement of Bangladesh order for the year
- 50% of the total remuneration will be paid as first instalment upon signing the contract
- The remaining 50% of the total remuneration will be paid after satisfactory completion of the assignment
9. Copyright of the content
The total copyright of the content developed under this assignment will be owned by Practical Action. If the consultant wants to refer/use the content for purposes outside this assignment, permission is required from Practical Action authority. Practical Action reserves the right to use the content for any purpose.
10. Coordination and reporting
Ms. Natasha Kalam will be the focal person from Practical Action for this contract for all sorts of communication and technical aspects. For any queries/clarification about the ToR, please contact natasha.kalam@practicalaction.org.bd .
Resignation and cancellation/termination of contract
The employment may be cancelled/terminated by either party as mutual agreement giving reasonable time. The services of the consultant will be governed by the Human Resource & Administration policy of Practical Action in Bangladesh, as applicable for an employee of part time employment. |
