TERMS OF REFERENCE (TOR)
FOR
DEMONSTRATION OF DECENTRALIZED RECYCLING TECHNOLOGIES AND INFORMAL WORKER LED BUSINESS MODEL (BIOGAS, ORGANIC FERTILIZER AND ASSOCIATED VALUE CHAIN DEVELOPMENT) TO GENERATE GREEN JOBS FOR COOPERATIVE MEMBERS

1. Background

Practical Action in Bangladesh has been working with waste management, both solid waste and faecal sludge, for almost two decades. The organization has extensive experience working with local government authorities, practitioners, business entrepreneurs, private sector and waste and sanitation workers. We focus on building capacities of these workers and currently, we are aiming to build capacity of business cooperatives of waste and sanitation workers to operate and manage the green business. Practical Action is working in four areas with these workers which includes Gazipur City Corporation, Faridpur, Bagerhat and Barguna Municipality.

2. Objective of the Assignment

The key objective of this assignment is to customize the existing design of compost plant, hiring of local contractor(s) for setting-up of plant, guide and supervise the construction work of the contractor(s), quality assurance of the work and functioning of the plant.

3. About the Assignment

The assignment is to review and customize the existing compost plant (developed for the Humanitarian Response project).  This customization will be location specific. The consultant will provide the estimates for establishing the compost plant. Besides, the consultant will work to hire the local contractor(s) (through organizational procedure), guide and supervise their ground work and ensure the quality of work. The consultant will ensure the effective functioning of the compost plants. The specific objectives are as below:

  • Review and customize the existing design of co-compost plant of Humanitarian Response project to fit with the local context.
  • Work closely with technical person of Practical Action for finalizing the design.
  • Develop an estimate for establishment of compost plant.
  • Hire contractor(s) following the procedure of Practical Action.
  • Coordinate with Kormojibi Nari and Practical Action field staff in the implementation of the task.
  • Provide guidance to the contractor(s) to ensure the design has been followed properly.
  • Supervise and monitor the construction works.
  • Ensure the quality of construction work.
  • Ensure effective functioning of the compost plant.

4. Requirements from consultants

A total of 03 (three) consultants as site/construction engineer will be hired for three locations:

  • Gazipur City Corporation
  • Bagerhat Municipality
  • Barguna Municipality

The consultant should be based at specific project location during the contracting period.

5. Methodology

The consultant will submit a proposal (maximum of two pages) mentioning the experience of his/her work that supports to the proposed contract. S/he will mention how they can contribute to achieve the tasks. This proposal must also include a section describing the understanding/comments on this ToR. A financial proposal must be submitted along with the proposal.
Practical Action may want to recommend changes to the methodology provided by the consultant. The final methodology agreed between Practical Action and consultant will be implemented under the assignment.

6. Scope of work

The consultant has to accomplish the following tasks:

  • Collection of existing design of co-compost;
  • Site visit;
  • Drafting the design based on the context;
  • Work with technical person for finalizing the design;
  • Developing an estimate;
  • Finalizing the contract with contractor(s);
  • Supervision the construction works;
  • Complete the construction task;
  • Submit the post work report.

7. Inputs

Practical Action in Bangladesh will support the consultant to assess the selected site, technical support in finalizing the design, support in understanding the organizational procedures for hiring contractor(s), procurement of logistics and other support where required. Practical Action in Bangladesh will provide suggestions and recommendations from time to time during the manual and module development stage.

8. Deliverables

  • Three designs (one by each consultant) of compost plant;
  • Three different estimates (one by each consultant) of compost plant;
  • Complete the construction of 03 compost plants (one by each consultant).
  • Post work report on the completed construction work.

9. Timeframe

The selected consultant is expected to propose an indicative timeframe to complete the assignment from 1 November 2019 to 31 December 2019, according to the said deliverables. The details of the tasks to be completed within the following timeline:

10. Coordination and Reporting

The consultant will closely work with B M Zahidul Islam, Project Manager and will report to him time to time regarding the progress of the project. For any queries/ clarification about the ToR, please contact zahidul.islam@practicalaction.org.bd.

11. Eligibility

  • Individual having the Diploma in Civil Engineering;
  • Experience in construction sight supervision, drawing and estimation.
  • The consultant is not allowed to sub-contract this assignment.

12. Payment and Financial Modality

  • The quotation of this assignment must be VAT and TAX inclusive according to the law of Bangladesh;
  • The payment for the consultant will be made through check. All TAX and VAT will be deducted at source at the rate of movement of Bangladesh order for the year;
  • 20% of the total budgeted amount will be paid after successful completion of designing;
  • 20% of the total budgeted amount will be paid after successful completion of estimates and contract finalization;
  • The remaining 60% of the total budgeted amount will be paid after satisfactory completion of the assignment.
  • All the cost related to local transportation, accommodation and food cost (during field work) will be borne by the consultant.

13. Copyright of the content

The total copyright of the design under this assignment will be owned by Practical Action. If the consultant wants to refer/use the design for purposes outside this assignment, permission is required from Practical Action authority. Practical Action reserves the right to use the content for any purpose.

14. Proposal Evaluation

A proposal, including both methodological and financial aspects, should be emailed to practicalaction@practicalaction.org.bd with a copy to zahidul.islam@practicalaction.org.bd by 5:00 pm, 20 October 2019. For individual, CV and TIN certificate should be submitted. Only the electronic submission of the proposal will be accepted within the timeline. Practical Action reserves the sole right to select the consultant. The evaluation will be based upon the below criteria:
