TERMS OF REFERENCE (TOR)
FOR
TRAINING AND COACHING OF EXISTING WASTE ENTREPRENEURS IN FOUR AREAS (01 CITY CORPORATION, 03 MUNICIPALITIES) TO EXPAND THEIR BUSINESS THROUGH INCREASING SKILLS ON MARKETING, ACCOUNTING, RECORD KEEPING, AND BUSINESS CYCLE MANAGEMENT.

  • Background
  • Practical Action in Bangladesh has been working with waste management, both solid waste and faecal sludge, for almost two decades. The organization has extensive experience working with local government authorities, practitioners, business entrepreneurs, private sector and waste and sanitation workers. We focus on building capacities of these workers and currently, we are aiming to build capacity of business cooperatives of waste and sanitation workers on labour rights, dignity, wage, gender and social inclusion, business management, organizational development and occupational health and safety. Practical Action is working in four areas with these workers which includes Gazipur City Corporation, Faridpur, Bagerhat and Barguna Municipality.

  • Objective of the Assignment
  • The key objective of this assignment is to develop the capacity of the member of business cooperatives of waste and sanitation workers to grow their enterprise/business to ensure dignifying live through increasing skills on marketing, accounting, record keeping, and business cycle management.

  • About the Assignment
  • The assignment is to review existing training module on entrepreneurship models (SIYB) promoted by ITC-ILO for the cooperatives members of waste and sanitation workers.  Additionally, the consultant will deliver training of trainers (ToT) to facilitators. The consultant will also facilitate 27 batches of training in the four mentioned areas as core facilitators, while one person from Practical Action or Kormojibi Nari (KN) implementing partner of the project will co-facilitate. The specific objectives are as below:

    • Review and adopt SIYB modules according to the context of waste management business in Bangladesh link with the real life business and relate with their products/services value chain.
    • Incorporate the learning from previously conducted 03 pilot batches.
    • Develop a training package in modular format for cooperatives of waste and sanitation workers
    • The training manual must be in Bangla and will consist of a training guideline, session plan, handbook, case studies, IEC and BCC materials, and a logistics checklist
    • The training package will cover:
    • Adaptation of the theme of the SIYB game and relate to the waste products and services business
    • Inclusion of a bankable business model so that the entrepreneurs can attract financial service providers for investment and grow their business
    • Maintain link and liaison with the service provider and local business owner   
    • Mechanism for continuous coaching for at least one year
    • The consultant will provide the necessary ToT to the facilitators who will co-facilitate the  training to the cooperative members along with core facilitators
    • The ToT will have to be conducted in one of the working areas (Gazipur City Corporation, Faridpur, Bagerhat, Barguna Municipality)
    • The ToT will be for four days and the training provided to cooperative members will be for three days
    • The consultant will test, monitor and evaluate the performance of the first two/three trainings conducted by the facilitators team and will incorporate the learning if necessary for further remaining batchers. 
    • Based on the evaluation, the consultant will make modifications to the training manual and module and provide final refresher orientation to the facilitators
  • Methodology
  • The consultant will prepare a proposal, maximum of five pages, describing the methods of assessment, reviewing/developing the manual and module, providing ToT, 27 batches of training (03 days per batch) and evaluation of field trainings with indicative time frame and detail budget. This proposal must also include a section describing the understanding/comments on this ToR. Practical Action may want to recommend changes to the methodology provided by the consultant. The final methodology agreed between Practical Action and consultant will be implemented under the assignment.

  • Inputs
  • Practical Action in Bangladesh will support the consultant to assess and collect data from field as well as provide support during ToT and field test for evaluation. All logistics support during the conduction of ToT and 27 batches training, if required, the consultant may seek technical assistance in developing the manual and module. Practical Action in Bangladesh will provide suggestions and recommendations from time to time during the manual and module development stage.

  • Deliverables
    • A report of the capacity needs assessment to justify the manual and module to be developed
    • A training manual and module for the cooperatives on expected topics. The module will include a training handbook for trainers and information book for participants
    • Delivery of ToT to co- facilitators
    • Prepare a training calendar to roll out the training events at the field level
    • Conduction of 27 batches training in the four areas
    • Performance report of field testing of the training package rolling out for the cooperatives conducted by the facilitators

     

  • Timeframe
  • The selected consultant is expected to propose an indicative timeframe to complete the assignment from 1 September to 28 November 2019, according to the said deliverables.

  • Coordination and Reporting

  • Eligibility
    • Individual or group of trainers or organisation having a pull of SIYB trainers can apply for this task;
    • All trainers must be completed ToT on SIYB;
    • Experience to work with green business value chain, green enterprise will be given priority;
    • Experience to work with municipal waste management and waste business will be given priority
    • Practical knowledge on waste services and products value chain will be added value;
    • Trainers must have prior experience to develop curriculum, module for MSME
    • For the 27 batches of training, the firm/consultant can create a pool of trainers who are experienced in the field, and necessary documents of their experience need to submit when necessary.
    • The consulting firm is not allowed to sub-contract this assignment
  • Payment and Financial Modality
    • The quotation of this assignment must be VAT and TAX inclusive according to the law of Bangladesh
    • The payment for the consultant will be made through check. All TAX and VAT will be deducted at source at the rate of movement of Bangladesh order for the year
    • 30% of the total budgeted amount will be paid as first instalment upon receiving of detailed methodology
    • 30% of the total budgeted amount will be paid as second instalment upon satisfactory completion of development of training module
    • The remaining 40% of the total budgeted amount will be paid after satisfactory completion of the assignment
  • Copyright of the content
  • The total copyright of the content developed under this assignment will be owned by Practical Action. If the consultant wants to refer/use the content for purposes outside this assignment, permission is required from Practical Action authority. Practical Action reserves the right to use the content for any purpose.

  • Proposal Evaluation
  • A proposal, including both methodological and financial aspects, should be emailed to practicalaction@practicalaction.org.bd with a copy to faruque.hossain@practicalaction.org.bd by 5:00 pm, 02 September 2019. For individual or group, CVs, TIN and for companies/firm audited financial report should be submitted. Please include a detailed CV of the experts/trainers pools highlighting relevant experience. Only the electronic submission of the proposal will be accepted within the timeline. Practical Action reserves the sole right to select the consultant. The evaluation will be based upon the below criteria:
