Women’s transformative leadership in sustainable livelihood and resilience: A impact study on Rohingya and Host Communities in Bangladesh

Oxfam in Bangladesh is seeking a individual consultant/consultancy firm for the consultancy assignment tiled “Women’s transformative leadership in sustainable livelihood and resilience: A impact study on Rohingya and Host Communities in Bangladesh. We invite proposals from individual consultant/ consultancy firm to undertake this assignment.

Purpose of the Assignment:

This consultancy aims to conduct a comprehensive impact assessment of the "Means to Lead" project, a collaborative initiative between Oxfam and local partners in Cox's Bazar, Bangladesh. By evaluating the effectiveness and impact of project activities regarding women’s transformative leadership in sustainable livelihood , and identifying enabling and hindering factors gaps through capturing  learning, critical reflections, and evidence in  sustainable livelihood,  the study should aim to provide actionable insights for Oxfam’s Economic Inclusion and Justice (EIJ), Gender Justice and Social Inclusion (GJSI) & Humanitarian Action and Disaster Resilience (HADR) thematic areas and suggest ways of improvement for the existing initiatives, and serve as a valuable resource for humanitarian stakeholders, policymakers, and organizations in the fields of women's empowerment and transformative leadership development in the context of Rohingya crisis. The assessment reports will also be treated as a knowledge product for the project and Oxfam as an Organization.

The audiences of the impact study are Oxfam, implementing partners, policy makers, local government, donor etc. Mainly the impact study report will be used for improvement for the existing initiatives, future investment in relevant programming of Oxfam and implementing partners and policy advocacy to enhance feminist transformative leadership in the context of Rohingya crisis.

Key Objectives:

The study’s overarching goal is to learn how to better utilise the women’s transformative leadership role in sustainable livelihood and resilience. To achieve this study’s goals, the following particular objectives have been formulated:

  1. To investigate whether women’s transformative leadership and access to sustainable livelihood promotes resilience of women and girls in Rohingya and host community If yes, how?
  2. To explore factors that facilitate and/or constrain women’s transformative leadership in and access to sustainable livelihood for resilience. And identify way forward   that should be addressed in future initiatives.
  3. To capture evidence, learning and critical reflections that how women’s transformative leadership roles have influenced in the sustainable livelihood and resilience development of women and girls in Rohingya and host community.
  4. To provide strategic and policy-relevant findings that help the stakeholders contribute more effectively to support the future programme planning, implementation, and evaluation.

Scope of the Work:

Oxfam is recruiting a Bangladesh-based consultant or consultancy firm to conduct primary data collection and analysis for the study. The research will provide an independent assessment by generating primary data to explore the research questions. The review will build on findings from secondary data analysis as well as design and sensemaking workshops.

The consultant will be expected to:

  1. Design a data collection and analysis plan (in consultation with the Oxfam Research working group) to investigate areas requiring further evidence based on the secondary analysis.
  2. Produce a report summarizing the data collection approach and findings.
  3. Produce appropriate material and organize the logistics to share key findings and learning with people with whom data was gathered.
  4. Ensure an intersectional feminist approach in the design and implementation of the study, founded on key feminist research principles: ethical; collaborative and participatory; transformative; intersectional; accountable; accessible and open.

PROPOSAL SUBMISSION GUIDELINES:

  • The individual consultant/consultancy firm must submit the following documents along with the Technical & Financial Proposal.
  • The financial proposal should include 15% VAT only. Oxfam will deduct Income Tax and VAT as per government rules and policies at source from the agreed consultancy amount.

For Individual Consultant:

  • A profile/CV of a maximum of 2 pages, highlighting related completed assignments with client names, contact persons, and contact numbers.
  • Copies of NID, TIN, BIN, VAT Registration and Trade License, as applicable.

For Consultancy Firm:

  • A firm profile of a maximum of 2 pages, highlighting completed related assignments with client names, contact persons, and contact numbers.
  • The lead consultant's (who will lead the assignment) maximum 2-page CV, showcasing related assignments completed and specifying the role in each completed assignment.
  • One-paragraph short CVs for other team members involved in the assignment, highlighting related completed assignments and roles.
  • Copies of the firm’s certificate, TIN, BIN, VAT registration, and trade license and any other relevant documents.
