Programme Officer-Anticipatory Action

The Role:

The role of the Program Officer-Anticipatory Action is to work with the humanitarian Action and disaster Resilience team to manage and monitor partner to ensure timely and quality implementation of project activities to achieve the ultimate outcomes of the project. The purpose of the position is to provide technical leadership and management support to the partner for effective implementation of projects interventions in timely manner following Oxfam policies and principles along with the sprite of localization. The person needs to support to partners for planning, monitoring, implementing, impact measuring and reviewing of the project. Also, the position holder will support to manage Project Implementation Plan to achieve the project’s outcomes and goal including, error-free beneficiary targeting and timely delivery of the project interventions in a more participatory manner. Moreover, the post holder will give technical support to the local partners for quality and timely delivery of project interventions in accordance with project design and ensure that Complaint Response Mechanism (CRM) are in pace and practice to ensure AAP.

What we are looking for:

We are looking for an experienced and dynamic team player for the Anticipatory Action Project under Humanitarian Action and Disaster Resilience Portfolio who have adequate knowledge and experience on Anticipatory action (AA), DRR, Cash Programing in Bangladesh Context. Also, s/he should have experience in partnership management in humanitarian programing, localization, and Local Humanitarian Leadership.  The person should have also experience on project activities implementation including experience in capacity building of local partners and communities. Also, the person must have the ability to work effectively with others, adaptable and flexible including an ability to mainstream gender into project management. Proven experience in monitoring and evaluation, including post distribution monitoring and market monitoring is another essential criterion. Finally, demonstrate very strong leadership & management skills and ability work under pressure without losing sight of strategic objectives in the team is required for this role.

An ideal candidate for the role will also be / have:

Essential

  • Education – A post-graduation degree in any discipline or equivalent
  • Minimum experience of 3-5 years in Anticipatory Action / DRR/ relief / recovery or development work with INGO / NGO/ or Government.
  • Knowledge and experience in Anticipatory Action, DRR, Cash Programming and Localization / Local Humanitarian Leadership
  • Demonstrate very strong leadership and management skills and ability to work in the team.
  • Proven experience in monitoring and evaluation, including post distribution monitoring and market monitoring.
  • Negotiation skills as well as sensitivity to cultural differences,
  • Commitment to equal opportunity, gender, and feminist principles.
  • Good communication, facilitation, and representation skills with MS office application

Desirable

  • Basic communicator in English - both written and oral as well as a good listener.
  • Good assessment, documentation and reporting skills.
  • Strong analytical and conceptual skills.
  • Understanding on Feminist principal and Local Humanitarian Leadership/Localization
  • Demonstrates ability to identify and implement opportunities for innovation.
  • The ability to remain calm, work under pressure without losing sight of strategic objectives.
