The Role:

The role of the Programme Officer-PHP is to improve the overall quality of the hygiene promotion component of WASH by engaging actors through HP TWiG at Cox’s Bazar level. Simultaneously, He/ She will conduct a scoping study to develop innovative, rationalized and community-accepted hygiene promotion programming. The Programme officer will support ongoing operations, best practices, gaps, overlaps and opportunities around the evolving context. Supporting the WASH Sector through leading the Hygiene Promotion Technical Working Group (HP TWiG) and conducting a scoping study to provide innovative, sustainable, and cost-effective solutions for HP. The Programme Officer under the leadership of HP TWiG will ensure inclusive community engagement including solid waste management, waterborne disease prevention, outbreak response, menstrual hygiene management, the child faces management and so on. The position holder will support undertaking a desk-based review of the transition to sustainable hygiene promotion programme models in Bangladesh. Ideally, reviewing the previous work done in this context and thinking of a way forward from the recommendations and will consult WASH and inter-sector agencies, relevant stakeholders, including government authorities, and identify the most appropriate partners to be an integral part of the study. Moreover, The position holder will coordinate with other agencies and actors to harmonize community engagement approaches within the district/area of intervention to ensure that we are informing and influencing the work of other actors in this area.

What we are looking for:

We are looking for an experienced and sincere person who accomplished a master's degree with a relevant discipline relating to WASH/ Community Engagement such as anthropology, sociology, communication, development studies, civil/water engineering/ MPH/Statistics. The person needs to have more than 3 years’ experience of working with communities and also should have sound knowledge of public health or WASH programming. Relevant experience in emergency programmes is one of the key areas. The position holder should have a strong interest and proven experience in context analysis and leading partner & stakeholder participation. Experience in research work at the field level is another key essential area. The position holder should have the ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities. Finally, The programme officer should have the ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
