Programme Finance Officer

The role:

The role of the Programme Finance Officer is to render financial services in an effective and efficient manner. The person will be responsible for leading, coordinating, planning, and supporting for the interventions of financial issues according to the donor strategy and meeting the project objectives in working areas. Ensuring program quality and accountability in respect of Core Humanitarian Standards as well as maintaining Oxfam financial requirements are also in the roles of position holder. He/She will work closely with the field programme teams, Other INGOs, partners, and other local stakeholders. The position holder needs to produce accurate Response donor reports in accordance with Donor Reporting Schedule and liaise with Finance Manager/Country Office/Funding Team to ensure accuracy. Moreover, the person will work with the Finance Team to ensure effective budget (donor) variance reports and to follow up on required actions with budget holders.

What we are looking for:

We are looking for a skilled, sincere, and dynamic individual with Accounting/ Finance/ Management background who has experience in a whole range of financial services in INGOs. The position holder has to be aware of the core functions in Finance- such as Budget and Budgetary Management, Financial Monitoring and capacity building, Systems updates and Financial Reporting, Compliance management, and supporting to other functions of the organization. The person would be specifically responsible for proactive, efficient, and effective financial management service at allocated thematic portfolios at Oxfam in Bangladesh and ensures financial systems and procedures are working efficiently and effectively. Moreover, the ability to handle multi-donor budget management and revision, understanding of government Tax and VAT Laws and experience in partner management, reporting, and capacity building are the key essential area of this position.
