The Role:

We are looking for the Programme Quality Officer to support and facilitate Oxfam in Cox’s Bazar in order to deliver quality projects for impactful programming and humanitarian actions. The incumbent is expected to provide effective and timely support and suggestion in the development and application of programme quality and MEAL system for Oxfam in Cox’s Bazar’s programmes, projects and activities especially focusing but not limited to OiBD’s Rohingya response programme under the Humanitarian Action and Disaster Resilience (HADR) Portfolio. The PQ Officer will be directly supervised by the Rohingya Response PQ Specialist and under the Matrix Management of the Country PQ & KM lead. The PQ Officer will facilitate all the MEAL activities in Oxfam area offices by working closely with the WASH, EFSVL, Gender and Protection Teams as well as programme management under the Rohingya Response programme. Particularly, he/she would be responsible for the deployment, and operation of monitoring, evaluation, accountability, and learning (MEAL) tools and systems for Oxfam considering the updated/ changed Rohingya response context. He/she will also plan and conduct different surveys, assessments, evaluations, post-distribution monitoring for different projects in Oxfam Bangladesh HADR Portfolio. He/She will also be responsible for providing MEAL related support to the partner organization of Oxfam.

What we are looking for:

Sound knowledge of Indicators and beneficiaries tracking, quantitative and qualitative data collection, processing, and analysis, along with database management and report writing; strong understanding of Core Humanitarian Standards (CHS), feminist principles, gender mainstreaming, and Human Rights; graduate/master’s degree in a relevant field (i.e. statistics, sociology, economics, geography, development studies or any relevant subject); at least four (4) years’ experience of working in programme quality and/or MEAL especially with humanitarian response and action; strong working knowledge of the refugee camps of Cox’s Bazar: both the refugee and the host community; good organizational skills including accuracy, consistency, attention to detail and ability to work under pressure with minimal supervision; good listeners who can see where deeper levels of thought and tacit assumptions differ; effective negotiation abilities and informal leadership skills in a multi-stakeholder, network environment; demonstrable ability to think creatively and implement opportunities practically to improve programme quality; experience of facilitating learning processes (for example, lesson learning workshops); experience of building ability in MEAL, including delivering training; excellent communication and facilitation skills; good spoken, reading and writing skills in English and Bengali; excellent computer and ICT skills, including experience with Excel, PowerPoint, Publisher, mobile app-based monitoring tools, etc; ability to work in a fast-paced environment as a strong team player, with flexibility to shift priorities and take on additional tasks at short notice.
