Senior MEAL Officer (RE-ADVERTISEMENT)

Our Team:

The Business Development & Quality (BD&Q) team is committed to strengthening Oxfam in Bangladesh’s ability to capture and communicate our effectiveness, in order to learn what does and does not work in our efforts to overcome poverty and suffering and strengthen our accountability to a wide range of stakeholders. The Sr. MEAL Officer will be a part of the BD&Q team, supporting implementation of the overall country MEAL system.

The Role:

The position holder will assist MEAL team with activities, including data collection, database management and analysis, maintaining the Output and outcome Tracker (OT) and the Indicator Performance Tracking, planning and conduction of field visits, assessments and evaluations, as well as providing general support in program data management for the Economic Justice and Resilience (EJ&R) program. He/she will support the MEAL team and program team to ensure learning and accountability systems are put in place and working effectively in the EJ&R program. She/he will also ensure that there is regular, timely and context-specific, meaningful feedback from our staff, partners, program participants which effectively informs and signals areas where strategic attention is required.

What we are looking for:

We are looking for a dynamic individual who will have proven ability to work with diverse stakeholders across many disciplines, will be up-to-date on tracking innovations in the MEAL sector and will approach challenges with energy and enthusiasm. The candidate should have experience facilitating learning and dialogue among diverse groups, as well as experience generating MEAL frameworks for complex and/or unusual ways of working.

Essential

  • Minimum 5 years of experience in MEAL in the field of economic justice and resilience programs
  • Masters in social science or relevant discipline
  • Good understanding of empowering and advocacy issues in Bangladesh
  • Good critical thinking and clear understanding about the MEAL Framework, tools and indicator setting evidence-based monitoring and evaluation frameworks and programs, with emphasis on participatory and partnership-based MEAL approaches
  • Strong knowledge of IT applications and development – especially for MEAL
  • Familiarity with program cycle management, monitoring and evaluation
  • Organised and able to manage own time under guidance and direction from line-manager and matrix manager
  • Analytical ability to integrate gender and diversity issues within the MEAL framework.
  • Ability to work effectively with others, adaptable and flexible.
  • Fluency in both written and spoken English and good report-writing skills

Desirable

  • Demonstrates ability to identify and implement opportunities for innovation.
  • Experience in providing advisory support to both senior managers and program staff and good ability to facilitate learning and knowledge management
  • Proven ability to develop and manage institutional relationships and policy advocacy works at national and local level
  • Good communication, facilitation and representation skills.
  • Strong understanding of gender equality, safe guarding, women economic empowerment issues and experience in integrating these into program practice
  • Behavioural role model for peers and fellow team members.
  • The ability to adapt to different cultures
