The role:

Oxfam in Bangladesh is looking for a Head of Humanitarian Action and Disaster Resilience (HADR) who provides strategic and technical leadership to ensure that Oxfam in Bangladesh delivers high-quality, evidence-driven humanitarian and resilience programming aligned with the Oxfam Country Strategy, thematic priorities, and global commitments. The role oversees the full spectrum of HADR work across the country programme, including the Rohingya response and other national initiatives focused on underprivileged and underrepresented communities.

This position leads the design, implementation, and quality assurance of humanitarian and resilience interventions; drives research, innovation, and knowledge generation; and strengthens partnerships, alliances, and localisation efforts. The role also plays a central part in business development, policy engagement, and representation in national and international humanitarian coordination platforms.

This role aims is to position Oxfam as a recognised thought leader in Humanitarian Action and Disaster Resilience—advancing sectoral discourse, shaping policy, and driving strategic influence through evidence, collaboration, and advocacy.

What we are looking for:

An ideal candidate for the role will also be/have:

• Master’s degree in social sciences or a related field, or a Bachelor’s degree with substantial experience in humanitarian preparedness and response.
• Minimum 10 years of progressive experience in humanitarian programming, including at least 6 years in leadership roles.
• Demonstrated expertise in Anticipatory Action, Cash-Based Programming, WASH, and Local Humanitarian Leadership (LHL).
• Proven ability to design, implement, and deliver capacity-building initiatives for diverse teams and partners.
• Experience providing technical leadership in research, evaluation, and knowledge generation.
• Excellent communication, media engagement, facilitation, influence, and representational skills.
• Ability to work with diplomacy, tact, and sensitivity, particularly in insecure or resource-limited humanitarian contexts.
• Strong understanding of diverse cultural contexts and the ability to design context-sensitive humanitarian responses.
• Proven experience managing large-scale humanitarian responses, including financial oversight and human resource management.

Salary & Benefits: as per Oxfam National C1 pay band, starting annual salary for this role is BDT 2,918,255.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
