The role:

The Senior Programme Officer (SPO) oversees project management, including financial oversight, compliance, and effective coordination with thematic and programme management heads. They promote safe programming in collaboration with sector leads, advisors, and managers, ensuring community participation influences programme decisions. This role fosters a partnership approach and adheres to feminist principles with a keen awareness of power dynamics. Additionally, the SPO coordinates and collaborates closely with other projects and technical teams, including WASH, gender, protection, and MEAL teams, to ensure integrated programme delivery.

An ideal candidate for the role will also have:

• A postgraduate degree in agriculture, environment, development studies, or a related field that enhances the role.
• A minimum of 5 years of relevant experience in project management, ideally within the livelihood and food security sector.
• Knowledge of livelihood business development.
• At least 3 years of experience in conducting needs and market assessments, such as PCMA and EMMA.
• Strong understanding of Core Humanitarian Standards (CHS), resilient livelihoods, and food security during emergencies.
• Demonstrated skills in financial and risk management.
• Ability to perform field assessments, including surveys and focus group discussions.
• Proven ability to work creatively, innovatively, and effectively with minimal supervision.
• Experience as a collaborative team member, working well with other teams.
• Familiarity with NGOAB compliances, Oxfam International procedures, and other regulatory codes.

Salary & Benefits: as per Oxfam National D1 pay band, the starting annual salary for this role is BDT1,462,326.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
