The role:

The Head of Program Quality and Knowledge Management (PQKM) at Oxfam in Bangladesh will ensure the delivery of high-quality program outputs by providing technical support and tools to staff, fostering robust systems for effective program design and implementation. This role involves leading the development of a systematic approach to knowledge management and program quality, enabling Oxfam and its partners to track progress and enhance learning. Additionally, the Head of PQKM will build the capacity of teams by offering specialist advice on program quality and knowledge management, ensuring continuous improvement in program delivery. The position holder will maintain essential relationships with Oxfam Affiliates, donors, project partners in Bangladesh, and various internal teams such as the Programme Director, Thematic Heads, Project Managers, MEAL team, Partnership Manager, Grants Compliance and Risk Team, and the Influencing, Communication, Advocacy and Media department, as well as Finance and Admin teams. They will develop and implement accountability processes to ensure PQ&KM activities meet established standards and guidelines. Additionally, they will support decision-making in research and development, crucial for Oxfam’s humanitarian response and policy work, and provide senior management with expert advice within their scope of work.

An ideal candidate for the role will also be/have:

• Master’s degree in social science, development studies, or a related field.Over 8 years of experience in program monitoring, quality tracking, and knowledge management, with at least 5 years in leadership.
• Over 6 years of experience in team management, complex decision-making, and strategy development.
• Experienced in strategic thinking on quality and senior-level program advisory.
• Effective negotiation and informal leadership in multi-stakeholder environments.
• Skilled in managing information databases, designing data collection formats, and ensuring data quality using platforms like SurveyCTO, KoBo Toolbox, and Power-Bi.
• Proven ability to support strategic thinking and quality improvement, build knowledge systems, and mainstream gender in development or humanitarian work.
• Strong data analysis and report writing skills.
• Passionate about improving development program effectiveness and outcomes.
• Skilled in managing, advising, training, and coaching on program quality.
• Strong organizational and project management skills, including budget management.
• Ability to plan and deliver outputs with minimal supervision.
• Comprehensive understanding of program quality and practical management issues.

Salary & Benefits: as per Oxfam National C1 pay band, the starting annual salary for this role is 2,918,255.00 (13 months) with other benefits e.g., medical for self, spouse, and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
