The role:
Oxfam, in partnership with Plan International, seeks to hire two (02) Manager for the anticipated EARN project (Economic Acceleration and Resilience for NEET youth) funded by the World Bank. The EARN Project aims to economically engage NEET (Not in Education, Employment, or Training) youth, particularly women, in rural and semi-urban areas of Bangladesh. The project focuses on education, skills development, employment support, and enterprise development. Key objectives include enhancing employability, creating employer linkages, and providing socio-emotional behavior (SEB) and entrepreneurship development (ED) training. The Manager will lead vocational skills training programs, empower children (especially girls), and ensure alignment with Oxfam’s mission. Technical expertise, TVET sector experience, and community engagement skills are essential for this role.
What we are looking for:

An ideal candidate for the role will also have:
- A Master’s Degree in Sociology, Social Work, Business Studies, Anthropology, Development Studies, or related fields.
- Demonstrated professional growth in delivering or managing skills development projects.
- Possesses a minimum of 10 years of experience in youth development, specifically within skills training programs and the TVET sector.
- Served as a Project Manager for technical skills development projects for at least 5 years.
- Proficient in TVET, wage and self-employment, enterprise development, youth participation, life skills, and community engagement.
- Expertise in managing vocational training center operations, supporting various vocational training models, TVET pedagogy, and tracking management systems.
- Skilled at maintaining positive relationships with international and local NGOs, development agencies, community leaders, and visiting donor teams.
- Competent in overseeing technical requirements, project results, and deliverables according to the work plan.
- Proficient in report writing, data analysis, and strategic planning.
- Proven ability to identify and mitigate project risks, including developing comprehensive contingency plans.
- Familiarity with standard office software and project management tools for efficient resource allocation and reporting.

Job type: Fixed Term, Contractual.
Salary & Benefits: As per Oxfam National C2 pay band, starting annual salary for this role is BDT 2,104,742.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
