The role:
Oxfam in Bangladesh, in partnership with Plan International, seeks to hire a Gender and Social Norms Expert/Specialist for the upcoming EARN (Economic Acceleration and Resilience for NEET Youth) project, funded by the World Bank.
The EARN Project in Bangladesh aims to economically engage NEET youth, particularly women, in rural and semi-urban areas. The project offers education and skills development, emphasizing women-centric facilities, employment support, enterprise development, and enhanced employability through employer linkages and upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED) skills. To ensure women’s participation and inclusion, the project will promote an enabling environment through targeted awareness programs, family-based planning, counseling, and community involvement in planning and monitoring.
The Gender and Social Norms Expert will lead the integration of gender equity and social norms strategies within Oxfam’s programs in Bangladesh. This role aims to create a transformative impact by challenging gender-related norms and promoting equity. The focus is on empowering NEET youth, ensuring their social inclusion and access to opportunities. The expert will leverage extensive experience to conduct gender and youth analyses, facilitate training, and develop strategies aligned with Oxfam’s vision and local cultural context. The ultimate goal is to build resilient communities where gender equity is embedded in all aspects of development.
What we are looking for:
Oxfam in Bangladesh is looking for a candidate who cares about Oxfam's mission towards a just & sustainable world without poverty and is personally aligned to our feminist principles and values of empowerment, accountability, and inclusion in all you do.
An ideal candidate for the role will also have:
- Postgraduate degree in sociology, social work, anthropology, women’s studies, business studies, legal studies, human rights, or related disciplines.
- Minimum of 10 years progressively working with NGOs or development agencies, integrating gender into skills development and social safety net programs. Experience includes designing and facilitating gender-related training, audits, and targeted support.
- Demonstrated ability to conduct gender and youth analyses, integrate gender strategies, and understand social norms. Proven success in designing and leading participatory training.
- Effective communication skills across all levels, including complex or sensitive issues.
- Familiarity with GESI, SEA/SH, Social Protection, CRC, PSEA, and safeguarding

Job type: Fixed Term, Contractual.
Salary & Benefits: As per Oxfam National C2 pay band, starting annual salary for this role is BDT 2,104,742.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
