The role:
Oxfam, in partnership with Plan International, seeks to appoint a Communication Expert for the anticipated EARN (Economic Acceleration and Resilience for NEET Youth) project, funded by the World Bank.
Project Overview: The EARN Project in Bangladesh aims to economically engage NEET (Not in Education, Employment, or Training) youth, with a special focus on women, in rural and semi-urban areas. The project offers education, skills development, and women-centric facilities. It also provides employment and enterprise development support, enhances employability through employer linkages, and upskills socio-emotional behavior (SEB) and entrepreneurial development (ED) skills. To ensure participation of women and other underserved segments, the project will create an enabling environment through targeted awareness programs, family-based planning, counseling, and community involvement in planning and monitoring.
The Communication Expert will play a pivotal role within Oxfam Bangladesh’s project, aligning communication and advocacy efforts with the organization’s broader vision and strategies. Leveraging extensive experience in communication and advocacy, particularly in youth development, women’s empowerment, social norms, and gender inclusion, the expert will craft and execute tailored strategies. These strategies will not only effectively disseminate key messages but also drive transformative change by fostering community engagement, challenging social norms, and advocating for gender equality. By seamlessly integrating project objectives with Oxfam Bangladesh’s overarching mission, the Communication Expert will contribute to creating a more equitable and inclusive society, amplifying marginalized voices and upholding rights.

Additional Qualifications for Ideal Candidates:
- Master’s Degree: Ideally in Social Sciences, Communication, or a relevant discipline.
- Experience: At least 10 years of experience, preferably in communication and advocacy related to youth development, women’s empowerment, social norms, and gender inclusion.
- Rapport Building: Excellent experience in rapport building, networking, liaison, and relationship-building for communication and advocacy.
- Communication Strategy: Expertise in supporting communication firms to design and develop communication strategies and materials for projects. Proficiency in implementing advocacy strategies and plans through consortiums.
- Best Practices Documentation: Experience in documenting best practices related to Gender Equality & Inclusion and youth empowerment. Ability to prepare evidence-based documents for policy advocacy.
- Local Language Proficiency: Work experience in the relevant division and proficiency in the local language to ensure effective communication with beneficiaries.

Job type: Fixed Term, Contractual.
Salary & Benefits: As per Oxfam National C2 pay band, starting annual salary for this role is BDT 2,104,742.00 (13 months) with other benefits e.g., medical for self, spouse and children, contributory provident fund, gratuity, leave, life insurance, mobile allowance, and other admissible benefits as per the organizational policy. For highly competent & experienced candidates the salary can be negotiable.
