Oxford Policy Management, an international development firm with a global reputation for excellence, has an exciting opportunity for a skilled individual to support a USAID program in Bangladesh as a Senior Evaluation Specialist.
The Senior Evaluation Specialist will oversee the collection and analysis of performance information, and will plan and manage evaluations, studies and assessments under this Contract. The Specialist will participate on evaluation teams, design evaluations and assessments, and conduct activities to build Mission and Implementing Partner capacity in evaluation methodology. S/he guides efforts to improve USAID/Bangladesh evaluations and evaluative processes, with the aim of making the Mission a leader in evaluation processes and evaluation information use. S/he assists Mission Management in using information for decision-making and resource allocation.
Day to day responsibilities:

Oversee evaluations, assessments and analyses of USAID implementation partners, including data collection methods and protocols, design of evaluation methodologies, and data quality audits

Lead the design of performance and impact evaluations of USAID programs; including designing/overseeing evaluation materials, and managing data collection

Manage evaluation and assessment teams

Lead analysis of quantitative and qualitative M&E data

Ensure consistent and transparent quality assurance over all tasks and functions

Produce high-quality M&E reports and other deliverables, integrating and clearly interpreting quantitative and qualitative findings

Support knowledge management, knowledge sharing and learning processes to improve the Mission’s programs in-country

Participate in disseminating M&E findings, in print and /or in person, ensuring best practice for data visualization

Build capacity in MEL and evaluation methodology
Required Qualifications:
-
A master’s degree in development, evaluation, statistics, economics, public policy, knowledge management, or related social science field;

A minimum of eight years or progressively professional experience in conducting evaluations, assessments, and studies within complex international development contexts in at least one of the following areas: Health, Democracy and Governance, Biodiversity, Climate Change, Economic Growth, Natural Resource Management, Education and/or Agricultural Development;

Previous experience leading multiple international donor-funded evaluations, assessments, and studies;

Strong economic, statistics, or econometrics skills preferred, such as experience with detailed, high-level data analysis, sampling, and design and implementation of quantitative household or enterprise surveys in developing country contexts;

Understanding of and experience with USAID’s collaboration, learning and adapting (CLA) framework;

Experience disseminating complex information in an accessible manner to high-level audiences;

Excellent teamwork, interpersonal, verbal and written communication skills; strong presentation and facilitation skills;

Fluency in English, written and spoken. Bengali – basic level not required but an advantage.
