1. Background & Rationale

Naria Unnayan Samity (NUSA) is a non-governmental organization working in inclusive education, child protection, women empowerment, and social development. To strengthen institutional visibility, digital engagement, and donor confidence, NUSA seeks to develop a modern, secure, accessible, and impact-focused website aligned with international NGO standards. NUSA also envisions to meet the digital transparency requirements of international partners NUSA requires a high-performance digital platform. This project aims to transition NUSA’s digital presence from a static information portal to an impact-reporting tool that facilitates real-time accountability and global donor engagement.

To meet the evolving digital requirements of international partners and the communities we serve, NUSA is upgrading its digital infrastructure with a dual-focus strategy:

  • Donor-Centric Transparency: The platform will serve as a high-trust portal for international donors (UN, USAID, etc.), providing streamlined access to audit reports, real-time project impact data, and IATI-compliant financial disclosures to foster long-term partnerships.

  • Beneficiary-Focused Accessibility: Recognizing the "Digital Divide," the website will be optimized for low-bandwidth mobile environments and screen readers, ensuring that the communities NUSA serves can easily access resources, report grievances (Safeguarding/PSEA), and engage with local programs.

2. Objectives

The objective is to develop a website that will ensure:

  • Accountability & Transparency: To provide a transparent repository for audit reports, annual reviews, publications, policies and governance structures.

  • Inclusivity: To ensure 100% accessibility for Persons with Disabilities (PWDs) per UN standards.

  • Resource Mobilization: To integrate sophisticated, secure donation modules and "Partner Portals."(Optimize the Donation Page, Build Trust and Credibility, Optimize the User Journey)

  • Data Sovereignty: To ensure all beneficiary and organizational data is protected under GDPR and local Data Protection Acts.

3. Enhanced Scope of Work

The developer/agency will design and deploy a strong solution to deal the tasks mentioned underneath.

3.1 Planning & UX/UI (UN "Human-Centered" Approach)

  • Stakeholder Mapping: Conduct a discovery phase to identify the needs of donors, government regulators, and community members.

  • Wireframing: Develop "Mobile-First" high-fidelity mockups.

  • Branding: Ensure a unified visual identity across all sub-programs.
  • Accessibility: The website must comply with internationally recognized accessibility standards (e.g., Web Content Accessibility Guidelines (WCAG) 2.1, Level AA), ensuring content is perceivable, operable, understandable, and robust for all users, including persons with disabilities (e.g., screen reader compatibility, keyboard navigation, alt text for images, sufficient color contrast, and responsive design).

3.2 Technical Development (BRAC/UN Benchmark)

  • Scalable Architecture: Headless CMS or highly optimized WordPress with a focus on Core Web Vitals (LCP, FID, CLS).

  • Multi-Language: Seamless toggle between English and Bangla with proper Unicode support.

  • IATI Integration: Ability to publish project data following International Aid Transparency Initiative (IATI) standards.

  • Security: Multi-factor authentication (MFA) for admin panels and automated daily off-site backups. or Key Aspects of CDN and DDoS Protection.

  • Plug-in: Carefully selected and regularly updated plugins to extend website functionality (e.g., SEO, security, caching, analytics) while ensuring performance, compatibility, and security best practices.

3.3 Core Sections (Expanded)

  • Transparency Hub: Dedicated page for Annual Reports, Audit Statements, and Policy Documents (PSEA, Safeguarding, Anti-Corruption).

  • Interactive Impact Map: A GIS-integrated or visual map showing NUSA’s intervention areas.

  • Human Interest Stories: Multimedia-rich "Impact Stories" focusing on beneficiary dignity.

  • E-Recruitment Portal: A structured system for job applications and volunteer tracking.

4. Technical Requirements & Standards

  • Accessibility: Must meet WCAG 2.1 Level AA (Essential for UN/International compliance).

  • Speed: Page load time must be < 3 seconds on 3G connections (critical for rural accessibility).

  • Extreme Low-Bandwidth Mode (Lite Version): Lite mode version open at 2d network.

  • SEO & Analytics: Advanced Schema markup for NGOs and Google Analytics 4 (GA4) setup for tracking conversion on "Donate" and "Get Involved" buttons.

5. Deliverables & Timeline

The assignment will produce the deliverables mentioned in table underneath;

6. Maintenance & Support

  • Service Level Agreement (SLA): 12 months of technical support with a 24-hour turnaround for critical bugs.

  • Handover: Comprehensive "Admin Training" for the NUSA team.

  • Regular update, Security checked, Error check, Performance, Optimization checked.

  • Backup, Software update, broken line, Analytic review, SEO Review, Design review, Security Audit, History popup.

 
7. Reporting

The selected firm/consultant will report to the Executive Director, NUSA. The selected firm/consultant is expected to propose innovative solutions beyond the standard requirements, including but not limited to Green Hosting, AI-driven user engagement tools (Chatbot), Progressive Web App (PWA) capabilities, and a Real-time Public Impact Dashboard. The goal is to create a digital ecosystem that is not only compliant with international standards but also sets a benchmark for digital innovation in the development sector of Bangladesh.

8. Payment Method

The payment for this assignment will be completed within four installments. Payment Installment:

  • 20% on kick off meeting and contract signing

  • 30% after design approval

  • 30% after development (beta)

  • 20% after final delivery

9. Eligibility Criteria

We invite experienced developers or firms with a proven track record in Web Development, particularly for Development Sector. The developer or firms should have

  • Minimum 5 years of experience

  • Experience with NGOs/development sector

  • At least 3 similar websites completed

  • Proven CMS expertise

9. Submission Requirements

Interested Bangladeshi consultant/firm with valid legal documents (BIN, TIN, Bank Account, Trade license, and all other relevant legal documents) and having the required experience are eligible for submission of proposal. A Technical Proposal should be submitted in one zip folder with the firm’s name by 13 Aprill 2026. Proposal should be submitted electronically to the email address nusa_bd@yahoo.com.

11. Copyright and confidentiality

NUSA will have the copyright for all the documents and reports produced by the consultant/firm along with the final output with due acknowledgment. No part of the document should be reproduced or published in any manner without the prior written approval of the organization. The consultant/firm will maintain the confidentiality of the module.

Website Design & Development

Naria Unnayan Samity (NUSA), a national NGO, invites Expression of Interest (EOI) from experienced IT firms for the design and development of its official website.

Key Requirements:

  • Minimum 5 years of relevant experience

  • Strong portfolio of responsive and dynamic websites

  • Experience with CMS (WordPress/Headless CMS)

  • Expertise in UI/UX, security, and performance optimization
  • Experience with NGO/development sector preferred
