Terms of Reference (ToR) for
Development of Operational Plan for FSM in Mymensingh City Corporation
Background
NGO Forum for Public Health has been implementing a project titled “Resilient, Inclusive and Innovative Cities in Bangladesh Project” in Mymensingh City Corporation (MCC) focusing the inclusive WASH services including sustainable FSM, DRR, and empowering youth under Resilient, Inclusive, and Innovative Cities in Bangladesh. One of the key project outcomes is to establish a model functional FSM system ensuring livelihood opportunity while ensuring safe disposal and treatment of faecal sludge for targeted city dwellers of Mymensingh City Corporation and used to strengthen policy and practice.
Mymensingh, one of the largest cities in Bangladesh with an area of 21.73 square kilometers and the total number of households is 83,682 with a population of 456,569. The city has no existing sewerage network, and the population depends overwhelmingly on manual emptying services for sludge management, which is inadequate, unhealthy, and damaging to the environment. It was the usual practice the fecal sludge collected from septic tanks/pits and dumped in the open which created unhygienic conditions. A co-compost plant was established, and it’s been in operation since December 2018 to tackle faecal sludge generated from pit toilets and septic tanks, and solid waste from households exploring Faecal Sludge Management (FSM) value chain.
NGO Forum has been implementing this project in close cooperation and coordination with the Mymensingh City Corporation since its inception. It has been done so that once the Project phases out, the Project activities especially the FSTP and co-composting plant are sustainable. Since the inception of the Project in MCC, the MCC has always been an active to ensure sustainable faecal sludge management once the project phases out, NGO Forum is planning to develop an operational plan of the faecal sludge management in Mymensingh City which will aid the Mymensingh City Corporation in keeping FSM functional which they are motivated to do. This study will provide an effective and feasible road map for the FSM practice for the city regime.
Objective
The objective of this study is to develop an effective operational plan for faecal sludge management system considering the current situation and practices of management of emptying, transportation, and treatment and develop sustainable operation strategy. The developed operational plan would be introduced with MCC for their future sustainability of the FSM services. The overall objective of this assignment is to identify and analyze as follows:
- to analyze how effectively the activities of FSM have been carried out till now.
- to analyze the shortcomings of the current system
- to analyze capacity of MCC
- to analysis the OPEX of the existing FSTP
- to consolidate a way forward and provide recommendations on the following issues.
- the mode of operation once project phases out.
- Focus on time requirement for the transition of FSM over to MCC successfully.
Specific objectives: The specific objectives of this assignment are:
- to review and assess the existing faecal sludge management system including emptying, transportation, treatment, disposal and end-use.
- to review problems and constraints of the existing FSM operational system
- to understand the strength and capacity of MCC in running FSM
Scope of work
- review of existing baseline study report on faecal sludge management for the Mymensingh City Corporation
- review the Operational Manual for Fecal Sludge Management (FSM) in Mymensingh City Corporation
- review of all the available literature on FSM operational modules of other organizations
- review of successful FSM case studies
- review IRF and NAP
- Consultation with MCC official and other sectoral experts
- explore MCC led ways of work appropriate to the FSTP design, its capacity, coverage, present settings of Mymensingh city and engaging private sectors.
Deliverables
The Consultant/Consultant firm is expected to deliver a comprehensive and high-quality analytical report to the above-mentioned scope of work:
- Inception report along with detailed work plan of the assignment
- The scope of the review and process followed (methodology, information, and data sources, supporting and reference documentation, etc.)
- Detailed effective operational plan for the existing FSM services.
- The final report incorporating the comments and feedback
Timeframe
The total duration of the assignment will be for 10 weeks after signing of the contract. The commencement of the services is expected to be started by the February 2023.
4.0 Guideline for Proposal Submission
The proposal (duly signed) should be comprised with the following sections and given page limit. Proposal should be submitted to Md. Toriqul Islam, Head of Programme Operation, NGO Forum for Public Health, 4/6, Block-E, Lalmatia, Dhaka-1207 duly signed by mentioning “Development of Operational Plan for FSM in Mymensingh City Corporation” in the subject line by 19 February 2023 within 17:00 hrs.

5.0 Evaluation Process
In response to the invitation, the consultant / consulting firm will have to submit a technical proposal as per the ‘Terms of Reference’ and a financial proposal. The selection committee will evaluate both the technical and financial proposals of the consultants / firms based on the following evaluation criteria:

The Consultant/consulting firm must submit the following documents along with separate Technical & Financial Proposals:
For Consulting firm:
- Company profile highlighting related assignment completed with objective, client names, contract persons details.
- Updated trade license, BIN and TIN certificate and any other relevant document(s), (if necessary)
For Individual Consultant:
- 2-page profile highlighting consultant’s related assignment completed with client names, contract persons details
- Consultant should submit his/her CV along with a copy of updated TIN certificate.
6.0 Payment Modality
The consultant will report to the NGO Forum for Public Health for each of the deliverables and will work closely. NGO Forum will make payments to the consulting firm/organization after deducting applicable TAX and VAT in compliance with the rules of Government of Bangladesh. Payment will be made to the agreed account based on the receipt of invoice after the successful completion of each of the following phases of the assignment:
