Job Context
WASH Response for vulnerable populations of Cox's Bazar District.

This is the key position in terms of the project management, planning who will ensure the smooth implantation of the project as per the agreement. Maintaining coordination with the sectoral agency, donor agency, organizational central management, creating a friendly and safe working environment for the staff members are the key purposes of this project. Taking any relevant new initiatives would also be appreciated.

The position is responsible to manage WASH related project activates based in Cox's Bazar. S/he will be required to travel regularly to field sites in Teknaf and some overnight stays in locations other than the base location may be required. Occasional work at weekends may be required.

The Project Manager will be responsible for implementation of WASH components of the project in accordance with the guidance of Project Focal, including staff supervision in field offices directly under the grants. In addition, it is expected that the Project Manager will ensure that all grants for which s/he is focal point are implemented in a manner that ensures the highest accountability standards for internal (partners, client/beneficiaries, implementing organization) and external (donors, local stakeholders) stakeholders. The role of the Project Manager will also involve coordination, oversight and coaching of the project team in technical and programmatic aspects of the implementation activity, with the support of the other staffs. The Project Manager will ensure that all work plans are prepared and implemented according to schedule.

The duration of the contract will be until March 31, 2023.

Job Description / Responsibility

  • Plan and ensure timely Implementation of the project activity and produce structured work plan for each intervention maintaining close collaboration with Project Focal and other relevant staff of the project.
  • Collaborate with project team to define the scope and objectives of the WASH response for each intervention.
  • Oversee the implementation of the protection responses and ensure that stated goals and objectives are met.
  • Supervise, mentor and provide capacity building training to the project team.
  • Ensure compliance with the implementing organization and donor policy, procedures and practices.
  • Supervise the preparation of logistics and financial requirements prior to interventions.
  • Prepare and oversee the budget expenditure and procurement for the interventions, in close collaboration with the logistics and finance department.
  • Ensure organizational representation in cluster, partner, and donor meetings relevant to the WASH and project's requirement.
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.
  • Review of regular financial and narrative reports from project team, ensuring financial compliance including budget management and correct accountability documentation.
  • Conduct analyses and evaluations of humanitarian needs in the project area, risk analyses and elaboration of contingency plans together.
  • Ensure linkages with the WASH other components of the project internally.
  • Ensure all internal and external narrative reports are of good quality and completed on time, promoting good understanding about projects with donors, other sectors, partners, and communities.
  • Manage project budget to ensure adherence to the organization and donor financial procedures and requirements.
  • Support project teams in utilizing financial planning tools, such as spending plans, procurement plans, and work plans based on project proposals.
  • Develop community engagement methodologies and tools, participatory design of relevant IEC/BCC materials.
  • Review weekly activity reports, quarterly, monthly and final reports
  • Uphold humanitarian code of conduct and adhere to and promote humanitarian guiding principles.
  • Comply with organizational policies and practice with respect to humanitarian principles, gender & equality, humanitarian responsiveness and other relevant policies.
  • Follow and maintain the disciplines properly as mentioned in the Service Rules of the organization.
  • Work in true-spirit of teamwork and preserve personal integrity and respecting the organizational hierarchy of accountability
  • Perform other relevant duties as required for the project as well as the organization.

Employment Status: FullTime, Contract

Educational Requirements

  • Masters in Anthropology / Social Sciences/ Public Health / English Literature / Development Studies / International Relations / Mass Communication / Environmental Science / Disaster Management or any other relevant disciplines from a recognized university.

Experience Requirements

  • At least 8 year(s)
  • The applicants should have experience in the following business area(s): Development Agency, NGO

Additional Requirements

  • Both males and females are allowed to apply
  • Fair knowledge on Rohingya Refugee context including WaSH intervention in emergency/humanitarian situation including project management, develop and execute strategic plans, act as a local representative, point of contact for different level of stakeholder and donor
  • Supervising, mentoring and provide capacity building support to the project staff, budgetary and internal control, progress tracking and coping with changing situation, ability to writing reports independently.
  • Sound knowledge on using different software related to data entry, analysis, report writing and preparing presentation etc.
  • Hard working, work under pressure in humanitarian response context, positive and can-do attitude.

Job Location: Cox's Bazar (Teknaf)

Salary: Tk. 137813 (Monthly)
