NGO Forum for Public Health has undertaken a project named “Implementation of climate Resilient WASH Project (Lot-2)” funded by UNICEF. NGO Forum Project Office invites an open tender for the construction work below.

1. Safely Managed Single Cubicle Twin Pit Latrine for Ward# 08 of Whykong Union (SDG Pocket) Teknaf, Cox’s Bazar.

Instructions for Bid Submission

Bidders are required to submit hard copies only of both the Technical Proposal and the Financial Proposal. Electronic submissions shall not be accepted.

The Technical Proposal must include, but not be limited to, the following documents:

1. Valid Trade License (updated for the current year)
2. Valid TIN Certificate
3. Valid BIN / VAT Registration Certificate
4. Bank Solvency Certificate and/or Bank Statement for the current year (2026)
5. Documentary evidence of relevant experience in similar works/services. Any other documents required as per the Invitation to Bid (ITB)

The Financial Proposal must be prepared separately on the bidder’s official letterhead, with BoQ duly signed and stamped by the authorized representative.

Both the Technical Proposal and the Financial Proposal must be placed in a single sealed envelope, clearly marked with the following information:

• ITB Reference Number
• Project Name
• Lot Number / Work Description (e.g. Latrine-01 / Latrine-02)
• Name and address of the bidder

The sealed envelope must be submitted to the address specified in this ITB document, in strict compliance with the submission deadline and instructions

Important Notes and Compliance Requirements

• The Technical Proposal will be evaluated based on predefined technical criteria. A maximum of 50 points will be allocated across five (5) technical evaluation criteria.
• Only bidders achieving the minimum required technical score, as defined in the ITB, shall be considered for Financial Evaluation.
• The Financial Proposal must be submitted on the bidder’s official letterhead and must be properly signed, stamped, and dated.
• The subject line, including the ITB reference number and Lot number, must be clearly indicated on the sealed envelope.
• Bidders applying for multiple Lots must submit separate sealed envelopes for each Lot. Failure to comply with these submission instructions may result in rejection of the bid.
