After devastating cyclone in 1991, some doctors, teachers, lawyers, and social workers came together and started relief, and rehabilitation works for cyclone affected shelter less people of Cox’s Bazar district with their own contribution and collected fund from the community. They also have established a school for providing primary education to vulnerable children. And finally, started development activities formally through Mukti Cox’s Bazar with the view of serving the poor community mainly underprivileged women for getting rid of illiteracy, unawareness, poverty, and prejudice on 1st January 1996.

As a non-government development organization, Mukti Cox’s Bazar dreams of creating a peaceful universal society where all human beings will live in a society free from poverty, discrimination, inequality, injustice, and inhumanity.

Mukti Cox’s Bazar has started its journey at Cox’s Bazar district as a development and humanitarian organization with a view to serve the poor and under privileged community with special focus on women and girls to make them aware of their rights, education, and livelihood. Mukti Cox’s Bazar are serving above 1.00 million people including Rohingya community with a broad range of development programs, humanitarian support, and social enterprises. It continues its all efforts to Mukti Cox’s Bazar’s commitment through mainstreaming gender in a participatory development process. Now Mukti Cox’s Bazar works in 04 districts under Chattogram Division.

Mukti Cox’s Bazar has started development activities with a view to serve the poor and under privileged community with special focus on women and girls to make them aware of their rights, education, health and livelihood issues. Meantime, Mukti Cox’s Bazar implemented 84 programs/projects with the support from different foreign and national donors, UN agencies and international development partners.

Mukti cox’s Bazar is one of the pioneer organizations that instantly moved forward to provide with emergency humanitarian support particularly food, WASH health and GBV to the forcibly displaced Myanmar Nationals (FDMNs) from 25 August 2017 and education for the FDMNs children. At present, Mukti Cox’ Bazar has been implementing 23 programs/projects with financial assistance from different donors, UN agencies and international development partners.

ROLE PURPOSE

The Social and Gender Consultant will lead the design, integration and operationalization of social safeguard, gender equality, disability inclusion and grievance accountability mechanisms for the “Consultancy Service for Community Mobilization and Capacity Development on WASH” project. The role will ensure that community mobilization, infrastructure implementation and awareness interventions are socially inclusive, safeguard-compliant and aligned with Project Development Objectives (PDOs).
The Consultant will establish structured mechanisms to address social safeguard frameworks, gender-based vulnerabilities, grievance redress systems (GRM), and disability rights within the WASH implementation process. The position will play a central role in ensuring that host communities and Rohingya (DRP) populations equitably access WASH services and that social risks are proactively identified, mitigated and monitored.

DIMENSIONS OF THE ROLE

  • Leads the formulation, implementation and monitoring of social safeguard and gender integration strategies across project districts.
  • Establishes structured mechanisms to address environmental and social safeguard frameworks, gender equality, disability inclusion and grievance redress mechanisms (GRC/GRM) in accordance with HELP and World Bank guidelines.
  • Ensures that social mobilization and awareness activities are grounded in community needs assessments, participatory appraisals and inclusive consultation processes.
  • Facilitates structured community engagement processes including focus group discussions, rapid appraisals, stakeholder mapping and vulnerability assessments.
  • Serves as the principal technical focal point for social risk mitigation and inclusion strategies across host and Rohingya communities.
  • Develops and integrates appropriate M&E tools for tracking safeguard compliance, gender indicators and grievance resolution performance.
  • Contributes directly to achievement of Project Development Objectives (PDOs) through inclusive and socially responsive programming.

ACCOUNTABILITIES

Social Safeguard Framework and Compliance

  • Develop and operationalize guidelines for review and design of awareness creation and social mobilization activities in WASH management.
  • Establish proper mechanisms to address social safeguard frameworks, including gender equity, disability rights, vulnerable group inclusion and conflict sensitivity.
  • Ensure implementation of safeguard requirements in alignment with World Bank and HELP guidelines.
  • Develop structured documentation templates for safeguard monitoring and compliance reporting.

 Gender Integration and Disability Inclusion

  • Integrate gender-responsive approaches into WASH service delivery, community mobilization and training interventions.
  • Design strategies to address gender-specific barriers to WASH access and participation.
  • Ensure accessibility and inclusion of persons with disabilities in WASH facilities and awareness processes.
  • Conduct gender and social inclusion analyses to inform adaptive implementation strategies.

 Grievance Redress and Community Accountability

  • Establish and strengthen functional Grievance Redress Committees (GRC) and GRM systems in accordance with HELP guidelines.
  • Facilitate grievance resolution processes and ensure documentation, follow-up and reporting of cases.
  • Promote community-level accountability and transparent communication mechanisms.

Community Engagement and Social Mobilization

  • Conduct community need assessments in rural and semi-urban areas.
  • Facilitate community meetings, FGDs, motivational sessions and participatory consultations related to WASH services.
  • Build bridges among community members, LGIs, DPHE officials, service providers, host and Rohingya communities to optimize equitable use of WASH facilities.
  • Strengthen social cohesion and minimize tensions related to infrastructure access and service delivery.

Monitoring, Evaluation and Reporting

  • Develop appropriate M&E tools to monitor safeguard compliance, gender integration and inclusion indicators.
  • Carry out extensive monitoring activities in coordination with ICT-based M&E Consultant.
  • Support monitoring progress toward PDOs and formulate adaptive strategies based on social performance data.
  • Develop high-quality community mobilization and M&E documentation in both Bangla and English.
  • Prepare quality safeguard compliance and social performance reports for Project Authority and donors as required.

 Strategic and Adaptive Implementation Support

  • Lead formulation, implementation and evaluation of social development strategies under the project.
  • Identify emerging social risks and propose mitigation measures.
  • Accelerate and support all relevant activities necessary for sustainable and socially responsible project delivery.

Safeguarding and Data Protection

  • Ensure monitoring system incorporates tracking of social and environmental safeguards, gender inclusion and GRM cases.
  • Maintain confidentiality and ethical handling of sensitive beneficiary and grievance-related data.
  • Ensure compliance with Plan International’s data protection policies and World Bank reporting standards.
  • Safeguarding and PSEA: To meet the program's objectives for safeguarding and PSEA implementation, make sure team members are protected from any harm, abuse, neglect, harassment, and exploitation. serve as a major resource for help, direction, and knowledge on safeguarding for developing a safe workplace. To ensure that safeguarding standards are used in every course of action, team members should practice, advocate, and embrace safeguarding policy concerns.
  • Ensure adherence to humanitarian principles, safeguarding, and PSEA policies.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Essential

  • Master’s degree in social sciences, Sociology, Economics, Gender Studies, Anthropology or Social Welfare.
  • Minimum 5 years’ experience in community development and social mobilization in rural/semi-urban settings, particularly in water supply and sanitation contexts.
  • Proven experience conducting community needs assessments, FGDs, rapid appraisals and participatory rural appraisal methodologies.
  • Demonstrated experience in design, monitoring and evaluation of gender-responsive projects.
  • Strong ability to lead formulation, implementation, monitoring and evaluation of social safeguard frameworks.
  • Experience developing community mobilization documents and safeguard reports in Bangla and English.
  • Strong understanding of grievance redress systems and community accountability mechanisms.

Desirable:

  • Experience working in World Bank-funded or government infrastructure projects.
  • Familiarity with HELP Monitoring Dashboard systems.
  • Experience integrating safeguard and GRM monitoring into digital systems.
  • Experience in the WASH sector in similar contexts.

This position is being advertised as part of a proposal submission process and is contingent upon project award by the donor.
