Job Summary:

Manabik Shahajya Sangstha (MSS) is seeking a highly motivated and experienced Deputy or Assistant Director to join the Human Resources & Administration team. This position will drive the development and day to day execution of the Human Resource policies while setting enterprise-wide HR strategies for the organization. As a key member of the leadership team, the Deputy/Assistant Director will lead the Human Resource team’s initiative to provide an employee oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment and organizational growth. This individual contributes as a strategic partner in the accomplishment of departmental plans through initiatives that attract and retain talent, develop employees and leaders and align organizational goals and objectives.

The post of Deputy/ Assistant Director of Human Resources is primarily concerned with providing strategic advice, guidance and leadership across the organization on all aspects of Human Resources. The DD/AD will be expected to lead the strategic development across the range of Human Resource issues and be required to ensure that HR policies and procedures are legally compliant. The Human Resource Deputy / Assistant Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource & Administration (HR&A) department, ensuring implementation of the organization’s mission and talent strategy.

Supervisory Responsibilities:

  • Recruits, interviews, hires, and trains all staff in the organization.
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations. 
  • Handles discipline and termination of employees in accordance with organization’s policy.
  • Ensures imparting high quality, interactive, effective trainings for staff.

Duties/Responsibilities:

  • Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
  • Administers or oversees the administration of human resource activities including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
  • Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s Human Resource Information System (HRIS) or talent management system.
  • Monitors and ensures the organization’s compliance with prevailing employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to effect changes in policy, practice, and resources to higher management.
  • Develops and implements departmental budget. 
  • Facilitates professional development, training, and certification activities for staff.
  • Performs other duties as required.

Education and Experience:

  • Master of Business Administration (major in HRM) or Master of Management/ Public Administration/ any other related subject with PGD in HRM is required.
  • At least 12 years of human resource management experience required of which two years must be as Deputy/ Assistant Director.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be fit to travel to different MSS work areas around the country.
