Request for Expression of Interest (EoI)

To produce a training manual on integrating SRHR and DRR for youth especially, adolescent girls.
“Building capacity of youth especially adolescent girls as volunteers for SRHR in emergencies”

The organization is going to select qualified consultant(s)/ Firm(s) to develop integrated SRHR into DRM training manual for youth especially adolescent girls of its “Building capacity of youth especially adolescent girls as volunteers for SRHR in emergencies” project funded by Plan International Bangladesh. The project is implementing since 1 January 2022 at Nageswari Upazila under Kurigram district. 

We are inviting to submit the CV, details of technical & financial proposal (softcopy in non-editable mode (PDF/ Scan in your Organizational letter head Pad/signed hard copy) from any interested individual/ firm(s) to undertake this assignment.

Terms of Reference (ToR) for Consultant to develop integrated SRHR into DRM training manual for youth especially adolescent girls.

Background to the project:

This ToR relates to a project implemented by MJSKS (Mohideb Jubo Samaj Kallyan Somity) with financial and technical support from Plan International Bangladesh. The end outcome of 6-months initiative is that the target youth especially adolescent girls as active volunteers used their training to include SRHR in disaster preparedness and emergency response at local level.

To this end, the project will bring three results are targeted youth especially adolescent girls as active volunteers being able to ensure SRHR in humanitarian crisis in targeted 3 unions; targeted DRM actors engaging youth especially adolescent girls as active volunteers into DRM plans in selected 3 unions; and significantly more adolescent girls and women being informed about SRHR and GBV information and services in humanitarian crisis in selected 3 unions.

In addition, the project will produce a training manual on integrating SRHR and DRR for youth especially adolescent girls. Use of this training manual will go a long way to build capacity of youth especially adolescent girls who could contribute to DRM process at local level.

Throughout the project, we will work with local DRM actors, DMCs, SMC, civil society organizations, and community-based organizations to involve capacitated youth especially adolescent girls to DRM process.

The training manual:

The training manual will be a fixed set of procedures, factual and interactive guidelines, criteria, etc., established to ensure youth especially adolescent girls understand integrating SRHR into DRM process. The training manual can also be a package of skills and knowledge that are useful to mobilize youth especially adolescent girls as active volunteers for DRM activity or purpose.

The consultancy purpose:

As per the above training manual definition (s), the purpose of this consultancy work is to develop a training manual on integrating SRHR into DRM process to support and guide the work of MJSKS working with youth especially adolescent girls to build their capacity around integrating SRHR into DRM process. The training manual should be developed to include evidence-based interventions, interactive and engaging age appropriate approaches for increasing youth especially adolescent girl’s access to SRHR services and information through DRM process in rural environment.

Why the need for training manual on integrating SRHR into DRM?

The training manual for youth especially adolescent girls: Youth especially adolescent girls can be local change agent to integrate SRHR issues into DRM process. This training manual will therefore be a guide for youth especially adolescent girls on how to provide information on integrating SRHR into DRM process to target beneficiary and local DRM actors and how to engage and support target beneficiaries and DRM actors to integrate SRHR into DRM process.
So, the consultant will develop training manual on integrating SRHR into DRM process and how to engage target beneficiaries and DRM actors which support MJSKS to get youth especially adolescent girls ready as active volunteers to contribute to DRM process.

The Scope of the Consultancy

 The Consultant will:

  • Develop an inception report of desk review process and outline of methodology and conceptual framework that will be used in developing the training manual
  • Hold at least 2 consultative workshops; 1 with 15 key local level DRM actors including members of DMC, government official and representatives from NGO/INGO & 1 workshop with 25 targeted youth especially adolescent girls   while observing all COVID-19 Measures including social distancing and submit the 2 reports.
  • Develop training manual on integrating SRHR into DRM process to support and guide the work of MJSKS working with target youth especially adolescent girls as active volunteers on integrating SRHR into DRM process that targets community youth especially adolescent girls and young women in considering pre-post and after disasters.
  • The training manual must contribute to the result “targeted youth especially adolescent girls as active volunteers being able to ensure SRHR in humanitarian crisis in targeted 3 unions”.
  • Conduct training for adolescent and youth and submit a brief report.

The Key Deliverables of the Consultancy Service

The Consultancy service is expected to deliver a training manual on integrating SRHR into DRM process which is appropriate for youth especially adolescent girls.

To realize the above key deliverable, the Consultant will work and deliver:

  • Inception report of desk review process and outline of methodology and conceptual framework that will be used in English. Plan International Bangladesh will provide existing resource materials that needs to be integrated.
  • Organise 2 workshops with DRM actors and youth especially adolescent girls on idea generation for the training manual in English and Bengali both.
  • Submit to Plan International Bangladesh and MJSKS the Draft training manual in English and Bengali both for review
  • Revised and final soft copy (professionally designed because it will be printed and distributed) of the training manual for MJSKS’s and Plan International Bangladesh’s review, in English and Bengali both.
  • Conduct training on finalised module for 216 adolescents and youth in Kachakata, Nageshawri, Kurigram (Implementing partner will be fully responsible for organising the trainings).
  • Brief Report of the trainings with youth especially adolescent girls focused on testing the training manual and their feedback and recommendations, if any in English.
  • At least one-day training workshop of Plan International Bangladesh and MJSKS on the final training manual.

Technical and Financial Proposal

The Consultant/Consultancy firm is required to prepare and submit a technical and financial proposal of about 10 to 15 pages based on this Terms of Reference (TOR).

The proposal should contain:

  1. Technical proposal with:
    1. Detailed plan of action for the work indicating staff‐days required and timeline.
    2. Detailed methodology.
    3. Schedule for 2 Consultative workshops with DRM actors and Youth especially adolescent girls
    4.  Schedule to meet and discuss with other partners and actors who work on SRHR and DRM
    5. Schedule of training conduction
    6. Mentioning the deadline of training manual development.
  2. Financial proposal with;
    1. Detailed budget breakdown in each deliverable with justifications.
    2. Budget must include most important elements and no additional amounts will be claimed outside the submitted budget in case of success for the job.
  3. Additional Requirements:
    1. A profile of the individual consultant or firm and a sample of similar work performed.
    2. A list of three references.
    3. A commitment for availability for the entire assignment.
    4. 2 reports from similar assignments, performed by Consultant or firm.

Qualifications and Requirements

  • Advanced degree preferably in public health, SRH, social sciences, DRM or related field.
  • Minimum 5-10 years of increasingly responsible professional experience in working in young people/Adolescent programming related to SRHR and DRM
  • Proven experience of developing training manual on integrating SRHR into DRM process and of training on these topics; sample work to be provided with the application stating clearly what the role of the consultant was in that process.
  • Proven experience in designing storyboards and conceptualizing interactive and adolescent or young people friendly training manual;
  • Demonstrated capacity for creative, adolescent and youth friendly thinking and working with adolescents and youth, both male and female.
  • Proven experience in facilitating workshops, engaging with participants, and leading ideas discussion processed in an interactive and inclusive manner.
  • Excellent writing/reporting skills.
  • Fluency in English and Bangla
  • Good communication skills.
  • Must be able to work in a multidisciplinary team and multicultural environment.
  • Must be committed to respecting deadlines of delivery outputs within the agreed timeframe.
