Educational and others Requirements: Master's degree in relevant subject. At least 4-5 years working experience on Water & sanitation and need to market development expertise/experience for sanitation.
Job Summary:
This is one of the senior level technical support positions of the project team. The Technical Officer- is reportable to the Project Coordinator and develop a very close relationship with the all staff, Construction Engineer, CM, Accounts Officer along with the Community, LGI`s, Local elites etc. S/He is responsible to supervise all the project activities, share findings and provide necessary feedback, guidance to the staff and draw attention to Project Coordinator to ensure more effective and qualitative works.
The Technical Officer will be responsible to design and develop a participatory M&E framework for the project. S/He provides guidance to all the field staff planning, collecting and processing of quantitative and qualitative monitoring and evaluation information from the field, maintenance of data bank and implementing the whole monitoring frameworks jointly with M&E section of HABITAT FOR HUMANITY INTERNATIONAL-BANGLADESH. The Technical Officer will make sure that monitoring information is received from CM in a timely manner and that agreed formats have been duly followed and completed. S/He will be responsible to assist in processing data using quantitative sample survey techniques as well as techniques applicable to mobile phone base Program Monitoring System S/he will be responsible to segregate the data to satisfy the need of the project and involve in assessing impact to the institutions on water, sanitation, hygiene, and also knowledge practice and attitude level of the students as well as progress of education.
S/he will make visit the field for follow up on receive data, conducting field study and provide input for regards to the M&E. The TO will ensure that the Monitoring Framework, Water is properly understood and implemented by the all levels of project staff and that adequate training and orientations are provided to the people as applicable. S/He will responsible for upgrading M&E tools, developing guidance, preparing training /workshop curriculum and producing the output as well.

1. Technical support to project team to achieve project goal and objectives effectively. |
- Regularly interact with all staffs to ensure that all are comfortable with the project strategy and aware of their tasks and are aware of how, individually and as a team, they contribute to achieve the overall purpose of the project.
- Provide regular support to field staff.

2. Oversee and support all aspects of project implementation ensuring water, sanitation and hygiene knowledge. |
- Accounts Officer, Technical Officer-Construction Engineer, Training Officer and Community Mobilizer to conduct participatory tools correctly.
- Conduct field visit and critically analyze field activities and effects, and provide timely feedback to the concern persons.
- Review individual work plan of Project Staff.
- Assist to conduct the performance appraisal process for Project staff. Must give accurate and detailed feedback to the supervisor, receive feedback.
- Call on project cross-cutting issues to staff to assist the team where necessary,
- Guide the CMs in the selection of advocacy issues and assist them in pushing their advocacy agenda forward to Union and Upazila level.
- Identify constraints/challenges to project implementation in the field and assist staff to address them.

3. Formulate operational budget and ensure effective financial management |
- With the assistance of the Accounts Officer, Deputy Director prepare monthly, quarterly and annual project budget, including purchase requests etc.
- Monitor project expenses, monthly, quarterly, and ensure that the expenses are consistent with the approved budget
- Follow up on procurement related procedures, formats and documents for operation
- Assist to prepare financial reports in a timely manner
- With the assistance of other team members, ensure the procurement of community level session materials on a timely basis

4. Ensuring that both quantitative and qualitative monitoring data is collected and analyzed in a systematic and accurate manner |
- Observe the CMs sessions facilitated by the staffs at field level
- Ensure that sample size is statistically significant and that appropriate statistics test is used in the analysis of any data.
- Devise a quality checking system of information received from the field for improved reliability and accuracy.
- Develop mechanisms/strategies to collect and combine quantitative and qualitative monitoring approaches giving emphasis on WASH for better understanding and overall impact assessments.
- Recommended ways in which project staff can use the information from their monitoring to improve the impact of their field work.

5. Facilitation of data collection process in the field as per set guidance |
- Provide general guidance and proper supervision and coaching to CMs.
- Compilation, strong and processing of M&E and PMIS data.
- Assist staff in facilitating participatory monitoring and planning exercise with project participants record and disseminate information from such sessions.
- Conduct field visit and indentify the constraints and make appropriate actions towards achieving the project objectives.
- Conduct regular monitoring and finding share with project people and organization management.

6. Compilation strong and processing of M&E data |
- Coordinate the preparation and submission of CM
- Ensuring validity and reliability of data
- Prepare monthly, quarterly and annual report.

Salary Range: Monthly Tk. 28,000/- to 30,000/- with other benefits
