Job Purpose
The purpose of the job is to produce and guide the team and MJF partners in designing feminist frameworks, tools, and methodologies for monitoring and evaluation, aiming to achieve project outcomes and deliverables. According to the project performance measurement framework, annual work plan, and government and donor requirements. Manager-MEAL and Knowledge Management is a key technical position that supports the project in achieving its results and assists the partner organizations.
Job Summary
Manager-MEAL & KM (mid-level position) of MJF requires several tasks that work very closely with the Project Lead of the RWVL Bangladesh project. Significant duties are: i) designing and developing results-based feminist M&E framework, system, and reporting formats for MJF and partner WROs; ii) providing overall technical supports in developing a monitoring system/plan of partners’ WROs that will ensure efficacious collection and processing of data relevant to the project’s Performance Monitoring Framework; iii) providing support, analyze and advise M&E related issues of MJF and partners; iv) facilitating capacity building initiatives for partner WROs in building their capacity (facilitate M&E training and workshop, annual reflection, and learning workshops for partners) as required by the RWVL project; v) planning, organizing, and facilitating the baseline, mid-term, and final evaluation; vi) assist the RWVL Bangladesh project team leader to set appropriate M&E indicators for the thematic area. vii) assist partner WROs in terms of effective project design by identifying the causes of project stress factors so that, ultimately, it will not turn into a risk level; viii) ensure the high quality of documentation and dissemination of the projects' progress and achievements; ix) assists in organizing project events, coordinating meetings, and keeping adequate records of it.
Essential Qualifications and Experience
- Master's degree, preferably in statistics, social sciences, development studies, or gender studies.
- Proven experience of at least 12 years in program development and quality, monitoring, evaluation, assessments, and action research.
- Demonstrated experience in donor reporting, preferably with knowledge and practical understanding of Global Affairs Canada’s reporting framework.
- Understanding and practical experience developing feminist Monitoring, Evaluation, and Learning (MEAL) frameworks, including feminist monitoring and evaluation tools, and action research on how social, political, and cultural structures shape women's lives and experiences.
- Understanding and applying feminist principles, approaches, and strategies in the Monitoring and Evaluation process and the capability to address intersectional issues, recognizing how different identities and power relations intersect to shape experiences, contributing to the pursuit of social justice and equality.
- Proven experience working in a partnership approach with WROs and Community-led Organizations.
- Ability and experience in leadership, planning, organizing, and implementing development projects in national or international NGOs.
- Proven experience in strong interpersonal and communication skills, with the ability to work independently and collaboratively within a team.
- Proven experience in knowledge management and communication with government, NGOs, and donors.
Essential Skills and Capabilities
- Well-suited understanding and ability for donor report preparation, especially using GAC reporting templates.
- Strong written and verbal communication skills in English.
- Use MS Word, Excel, PowerPoint, and other database software packages for reporting and analysis (e.g., preferably Kobo Toolbox, SPSS, and Stata).
- Strong expertise in digital data management and statistical analysis.
- Solid expertise in facilitating training or workshops focused on monitoring, learning documentation, feminist evaluation methodologies, gender equality, and women's rights.
- Good understanding of cloud-based platforms and tools control.
- Ability to work collaboratively within the MIS and M&E teams to meet project deliverables.
- Graphic design skills using Canva, Photoshop, and Illustrator.
- Experience in video editing for documentation and communication purposes.
- Ability to effectively manage processes, work under pressure, and meet deadlines.

Working Conditions
The position is based in Dhaka, but frequent field travel is required to the working areas, with at least 40% of the time spent traveling outside Dhaka to remote locations in Bangladesh. This contractual position will last for the duration of the project.

Remuneration: The total monthly gross salary will be Tk 1,28,719 (Grade-8, Step-1) plus all other admissible benefit (PF, Bonus, Gratuity) as per organizational policy. The salary is negotiable for a suitable candidate.
