Education Requirements

  • Bachelor of Science (BSc) in Civil/EEE/CSE, Master of Science (MSc) in Civil/EEE/CSE or MBA.
  • Professional certification in procurement or tender management is a plus.

Experience Requirements

  • Minimum 8 years of experience in Govt. Tender & Bidding, EOI and RFP preparation processing.
  • The applicants should have experience in the following bidding area(s):
    • Engineering Consultancy, EOI, RFP, Tender and BOQ.

Job Responsibilities

  • Identify and research potential clients and business opportunities.
  • Sourcing Principals for International Consultancy and Tender.
  • Determine and identify new business opportunities by analyzing business needs in the Government sectors and Others.
  • Keep informed with EOI notices and maintain relevant correspondence.
  • Oversee and manage consultancy projects from inception to completion, ensuring timely delivery and quality.
  • Develop and maintain strong relationships with new and existing clients, national and international JV partners, and resource persons.
  • Analyze and clarify Tender Bids, Expression of Interest (EOI), RFQs (Request for Quotation), RFPs (Request for Proposal) or opportunities during pre-tender and tender phase.
  • Preparing Expression of Interest (EOI), RFP- Technical & Financial.
  • Writing proper “Work Methodology” and “Work Schedule/Plan” in RFP submission
  • Lead and organize EOI, RFP, Tender preparation, reviews and submissions in order to ensure completeness in quality, technical and risk compliance and on time submission.
  • Prepare detailed reports on project progress, performance, and outcomes for internal and external stakeholders.

Additional Requirements

  • The candidate should be proficient in MS-Office, MS-Project, Auto CAD and other design and project management related software.
  • In depth knowledge of legal and regulatory requirements i.e.- Public Procurement Rules (PPR), ADB, JICA, FIDIC guidelines related to tendering and procurement processes.
  • In depth knowledge about BG/ PG margins, VAT, AIT, SD etc.
  • Proficiency in spoken and written English
  • Excellent writing, communication, and presentation skills.
  • Ability to work independently and as part of a team.
  • Strong analytical and problem-solving skills.
  • Age requirement minimum 35 years
  • Good Communication and Interpersonal Skills (Bangla and English)
  • Strong leadership skill
  • Strongly maintain a business communication network and relationship with all concerned departments/sectors.
  • Adaptable and able to work under pressure
  • High ethical standards and professionalism in all interactions.
  • All requirements to be carried out independently.
