Job Purpose:

This position will provide technical oversight, strategic direction, guidance and support to the MaxNutriWASH Program for the implementation of sexual and reproductive health and rights , safe motherhood and gender mainstreaming related program activities at national, divisional and sub-divisional level. S/he will introduce and/or expand key interventions to improve mother and child and adolescent health outcomes and work in a team in developing concept, grant proposals and program design on SRHR, Safe motherhood through collecting information, reviewing documents, field visits, preparing drafts etc. This Position is also required to ensure technical excellence and quality of health project design and implementation and capacity building of PNGOs staff and stakeholders. S/he will also lead the process of developing/reviewing evidence-based related training materials, community and school level education materials, performance standards and supervisory systems needed for MaxNutriWASH implementation. Position will be technical interface with government counterpart at national, district and sub-divisional level for the project to identify issues in terms of setting priorities and getting agenda for advocacy.

  • Provision of coordination and technical support to MaxNutriWASH  nutrition component/projects strengthening.
  • Timely analysis of SRHR data, input, support and collaboration to the Situation Analysis and its periodic update made for effective program/project planning, development and management.
  • Knowledge management effectively promoted through drafting/finalizing key SRHR outcomes, documents and reports, sharing good practice, lessons learned, and ensuring knowledge/information exchange.
  • Quality of gender and governance sensitive SRHR projects/programmes effectively promoted, and coherence, synergy and value added to program management process through results-based management.
  • SRHR work plan , activities  and budget formulated, implemented and monitored, ensuring alignment with the defined program strategies and approaches, with special attention to under five children stunting, 1000 days and mother and adolescent nutrition.
  • Max Foundation Country goals effectively promoted through advocacy and policy dialogue in the Nutrition sector.
  • Effective communication and networking achieved through partnership and collaboration, ensuring that gender-specific feature and requite issues are highlighted.

Job responsibility:

1. Providing specialist and technical support on SRHR and Gender

  • Creates substantive knowledge of Maternal Health, adolescents sexual and reproductive health, including Safe Motherhood and Gender in MaxNutriWASH program area, assesses technical assistance needs in these areas and advises on the suitability of programs and related interventions to meet these needs; 
  • Addresses policy issues of Government of Bangladesh (GoB) and GoB service providers and provides substantive inputs to facilitate policy dialogue among the institutions and departments;
  • Provides functional leadership and inputs into the design and formulation of sexual and reproductive health and interventions translating Max Foundation and MaxNutriWASH program mandate and strategic priorities into local interventions;
  • Responding to Government plans and priorities. Ensures consultation with national and local governments and other stakeholders, including beneficiaries, for program activities implementation;
  • Coordinating program activities with the other governance initiatives and integrating where applicable, successful approaches and lessons learned, methodologies and tools for achieving the goals of the assigned projects;
  • Establishing effective linkages with other Max Foundation funded projects/programs and with other initiatives in the sector with a view to developing substantive partnerships and generating synergies;
  • Develop innovative ideas and approaches for health program management and support to develop partnership with new PNGOs and INGOs on health programs
  • Develop strategy, operational plan, budget for the large component against the plan, manuals, action plans, guidelines etc. for MaxNutriWASH program and  Max Foundation’s programs/ projects to implement health program components like safe motherhood, menstrual hygiene, SRHR, Gender etc. regarding rural and urban contexts;
  • Knowledge management effectively promoted through drafting/finalizing key nutrition outcomes, documents and reports, sharing good practice, lessons learned, and ensuring knowledge/information exchange.
  • High level contribution to develop and implement Max Healthy Village approach in close collaboration with MF’s senior management and external consultant team.
  • Prepare/ give input in project proposals, concept notes and manage external parties to conduct of research/studies
  • High level contribution to facilitate MaxNutriWASH social business approach and link it with SRHR context of the program;
  • Meet the donor compliance and coordinate with Finance, M&E, Internal Audit, Fund raising team; and
  • Lead to develop Gender Action Plan (GAP) for Max MaxnutriWASH program;

2. Work with existing and new partner organisations (PNGOs)

  • Coaches and supervises PNGOs, program/project staff especially Baby WASH staffs to operation and management of SRHR component of MaxNutriWASH program; 
  • Visit current and new potential local partner organisation (PNGOs) frequently ( 50% time in the field);
  • Ensure quality of SRHR program progress in line with Max Foundation’s requirement;
  • Support local partner organisations (PNGOs) for performing baseline, collecting data of others relating to SRHR .

3. Capacity Building

  • To develop policy and program guidance, training module/manual and tools to build capacity of NGOs on child health, SRHR, Safe Motherhood, Gender quality and facilitate PNGOs to develop Gender Action Plan (GAP)
  • Conduct training/ provide technical support to conduct training for staff member and for different stakeholders/PNGO; and
  • Support local partners to be best-in-class in relevant programs with WASH-Nutrition-SRHR integration approach.

4. Collaboration and Networking

  • Collaboration and networking with national level pear organization working for SRHR and gender;
  • Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of SRHR and Gender programme/project implementation. Provide technical support and guidance on appropriate technical, institutional capacity building measures where necessary as per demand;  
  • Technical support is provided to government and non-government organisations at all stage of the program coordination, including capacity building of government personnel as well other stakeholders;  
  • Building effective partnership and collaboration and maintained for advocacy, technical cooperation, program coordination, information sharing and knowledge networking.

5. Behavioural Change Communication

  • Make collaboration among others specialized area of MaxNutriWASH to implement MaxNutriWASH Behaviour Change Communication Strategy;
  • Lead to implement and conduct effectiveness study of existing IEC/SBBC effectively and efficiently relating to SRHR to achieve the MaxNutriWASH Behaviour Change Communication objectives;
  • Lead to develop new IEC/SBBC materials and implement the developed materials as per filed requirement.

7. Reporting, monitoring, research and study

  • Analyse reports of partner organisations;
  • Prepare monthly, quarterly, Bi-annual and annual SRHR and Gender component performance report;
  • Provide technical support to Program Manager to prepare high standard annual report and donor report;
  • Compile and submit quality SRHR program reports and meet reporting requirements and deadlines;
  • Support MEL and Max-PbR team to incorporate SRHR indicators, definition of indicators, analysis of nutrition data, baseline study, conduct regular  monitoring and evaluation of activities; and
  • Initiate research/study to investigate special issues, capture the impact and provide technical support to MEL to conduct research.

Others

  • Work jointly with other Project Managers and officers and practice team building approach;
  • Represent and uphold MFBD, its programs and interests;
  • Support Senior Program Manager in program, partner management, fundraising and reporting as and when required;
  • Other job responsibilities that come due to new programs and Max Foundation; and
  • Respect and follow MF’s values, operational approach, financial and administrative procedures.

Requirements for the Post:

Mandatory Requirements

1. Education

In one of the disciplines relevant to the following areas:

  • Medical Graduate with MPH/EMPH
  • Public Health with major in Reproductive Health
  • Or any other relevant degree from any recognized university of home or aboard.

2. Work Experience

  • General: The candidate should have at least eight (08) years’ experience in a development organization of which at least three (03) years in a senior position of Nutrition specialist/manager in any international /or reputed national NGO.
  • Specialization: Knowledge of concepts and main debates related to the themes of sexual and reproductive health, rights, gender equality, ethnic equality and adolescence and youth.

3. Language Proficiency

  • Fluency in English and Bangla as native language.

4. Computer Skill

  • Microsoft Office
  • Statistical Analysis software especially SPSS
  • Must know both Bangla and English typing
  • Microsoft outlook

5. Age and Nationality

  • Age limit 35-40 years
  • Nationality Bangladeshi

  • Work experience with integrated approach like WASH-Nutrition-SRHR nexus.

Salary & benefits and contract:

Salary & Allowances/Month:

  • Negotiable.
  • Benefits: Two (02) Festival Bonuses equivalent one-month gross salary.
  • Other admissible benefits as per Organization’s policy.

Contract: 

  • Fulltime.
  • Open ended, subject to annual renewal (based on annual performance evaluation report).
  • Six (06) months’ probation starting from the joining date.
  • Reporting to: MaxNutriWASH Program Manager, Max Foundation Bangladesh Country Office.
