Purpose of the Role

The Learning, Insight and Knowledge Processing Specialist (LIKS) will lead Max Foundation Bangladesh’s Learning and Knowledge Processing team. This unit aims to strengthen learning, processing knowledge, generating insights from monitoring and evaluation (M&E) findings, and data-driven decision-making across all programmes. The Learning, Insight and Knowledge Processing Specialist will be pivotal in bridging programme implementation with business development, communications, and MEL, ensuring a robust "Evidence for Scale" approach.

Key Responsibilities

    • Shape and oversee the Evidence for Scale process and learning agenda (for each programme and overall Country Office agenda):
      • Act as the bridge between programme, business development, comms, and MEL
      • Support the roll-out of pilots and lead on the learning process
    • Ensure good quality monitoring (M&E) and MIS data collection, resulting in relevant qualitative monitoring & evaluation information and insightful data analysis, which forms key input for internal progress reporting and donor reporting:
      • Support the programme managers in ensuring the quality of their programme deliverables and outcomes
      • In collaboration with Programme Design team refine draft donor reports prepared by programme managers before submission to MF NL / donors.
    • Manage the Evidence for Scale process:
    • Be the key person between programmes, business development, comms and MEL
    • Support programme managers in any learning-related processes
    • Contribute to ensuring good quality internal and external programme reporting
    • Oversee and support any pilots or innovations within programmes
    • Oversee the M&E process:
    • Supervise and mentor the M&E and MIS team members
    • Ensure good quality M&E and MIS processes, resulting in relevant M&E information and insightful data analysis
    • Strategic Oversight and Resource Optimization
    • Provide strategic input on merging M&E and MIS roles for long-term efficiency.
    • Lead capacity development initiatives within the team (e.g. building data analysis skills in MIS staff).
    • Explore resourcing options for strengthening learning and insights gathering.
    • Guide the use of external consultants for evaluations and studies, ensuring quality and alignment with learning goals.

Qualifications and Experience

    • Master’s degree in Social Sciences, Development Studies, Public Health, Data Science, or a related field.
    • Minimum 7–10 years of relevant experience in M&E, knowledge management, or programme learning within the development sector.
    • Proven ability to design and implement learning frameworks and manage multi-stakeholder processes.
    • Experience in managing teams, working with digital data systems, and using data for storytelling and strategic decision-making.
    • Excellent analytical, writing, and communication skills.
