Project Brief: Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox's Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox's Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM) and Bakery and Pastry Staff (BPS). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project's main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) Programme has been launched during the last quarter of 2023, then the it was known as Complementary Pathways Programme (CPP), which become known as the Language and ICT Training, aims to enhance labor mobility and empowerment of Rohingya refugee graduates who successfully complete the Level-1 certification course. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, 'work ready' cultural orientation, and fundamental ICT skills. The project overall aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.   

Part I: Job Statement

The Assistant Trainer (AT) will be responsible for contributing towards the Competency Standard (CS) and Competency Based Learning Materials (CBLM) development and delivery of different skill development vocational programs under the project for the targeted beneficiaries at camp level. AT will be responsible to assist the Vocational Training Specialist (VTS) for overseeing and coordinating different trades selected, based on the curriculum provided by UNHCR and ensure support to implement the activities in the refugee camps where designated training centers are established by UNHCR. S/he will ensure timely delivery of the vocational course(s) and the successful completion through external assessment followed by certification, following the humanitarian principles and sector guidelines and standard. S/he will closely work with the Vocational Training Expert (VTE) and VTS to implement the training curriculum for the assessment-based trade for the refugee beneficiaries and will facilitate them to engage with self & wage employment during/ after receiving the vocational training from the project. S/he will also provide technical guidance to the Vocational Supervisor (VS). S/he will perform his/her task with close collaboration and under the supervision of Vocational Training Specialist (VTS). The project is seeking 03 (Three) Assistant Trainer (AT) at present who will be responsible for delivering the Myanmar Level-1 curriculum for the Caregiving (CG) trade.  

Part II: Job Responsibilities and Tasks

A. Key Activities:

  • To conduct the selection and enrolment process of training participants to a specific trade ensuring the prequalification criteria with the assistance of Senior Officer-Job Placement (SO-JP), Officer-Skills (O-S) and VTS.
  • To implement all vocational education & training with the help of VTS, and KOBO management operation of the project with the support of Senior Monitoring & Evaluation Officer (SMEO).
  • To deliver the Competency Standard (CS) and Competency Based Learning Materials (CBLM) developed by UNHCR.
  • To implement and administer all assessment and quality assurance procedures in consultation with VTE and VTS as directed by UNHCR.
  • To support, train and guide learners and develop their personal and professional attitudes, skills and abilities with responsibility to ensure successful completion of qualifications.
  • To liaise and share good practice with peer Trainers, Internal Quality Assurer, Skills Development Manager (SDM), VTE, VTS and the Training Center in Charge (TCiC) and to attend regular Progress and Standardization meetings.
  • Attend ToT and relevant skill assessment in consultation with VTE and VTS.
  • Coordinate with other trainers to ensure all required M&E is completed.
  • Analyze training needs and feedback on the courses needed for future planning/management information to modify and improve existing programs.
  • To follow up and provide feedback to fellow trainers and support their continuous professional development.

B. Reporting Activities:

  • To support VTS on providing monthly report, progress and achievement of each individual learner.
  • To maintain appropriate records of quality assurance, assessment, registration and certification activities.
  • To disseminate information and feedback from monitoring activities and ensure all actions are addressed by indicated timescales.

C. General Activities:

  • To assist project implementation team in conducting regular/monthly and need based meetings.
  • Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
  • To ensure logistics and security to the project’s staff as per organization’s policies and procedures in coordination with Logistics department.
  • To create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
  • Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project.
  • To perform any other related duties or responsibilities when assigned by the organization/ project management.

Part III: Required Qualifications and Competencies

Academic Qualifications:

  • B.Sc. in Nursing
  • Preference will be given to BNQF Level-2 or Level-3 certificate holders in Caregiving (CG) course under NSDA/BTEB.

Experiences:

  • A minimum of 02/03 years of professional experience in the relevant field is required. Additional consideration and value will be given to candidates with experience working in the context of Rohingya Camps.
  • Demonstrated experience in Technical & Vocational Education and Training Project Implementation.
  • Exemptions are allowed for candidates with extraordinary academic achievements.

Salary:  BDT 57,881/Month (inclusive all)
