Project Brief: Since 2022, the organisation has been implementing a vocational skill development program for Rohingya Refugees in Cox's Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox's Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organisation is responsible for delivering Level-1 vocational training in various fields including Agriculture Crops Production (ACP), Concreter, Solar (PV) System Installation and Maintenance, Community Health Worker (CHW), Caregiving (Aid to Midwifery and Nursing), and Small Engine Mechanic (SEM). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project's main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) programme has been launched during the last quarter of 2023 to enhance labor mobility and empowerment for Rohingya refugee graduates who successfully complete the Level-1 certification courses. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, 'work ready' cultural orientation, and fundamental ICT skills. The project aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.
Part I: Job Statement
The PA will work under the guidance of the Training Center in Charge (TCiC) and will primarily be responsible for facilitating the job placement and wage employment of vocational training program graduates in Rohingya Refugee Camps. This role involves ensuring that program interventions are aligned with the outcomes as stated in the project result framework, conducting progress and process monitoring, and assisting in data collection. The PA will also contribute to prepare different documents of graduates' wage employment opportunity and guide the volunteers engaged in this purpose.
Part II: Job Responsibilities and Tasks
A. Key Activities
- Work under the guidance of the Training Center In-Charge (TCIC) to facilitate the job placement and wage employment of vocational training program graduates in Rohingya Refugee Camps.
- Ensure that program interventions align with the outcomes stated in the project result framework.
- Conduct progress and process monitoring to track the effectiveness of job placement and wage employment initiatives.
- Assist in collecting data related to job placements, wage employment opportunities, and self-employment initiatives taken by graduates.
- Prepare documents and reports related to graduates' wage employment opportunities, including resumes, job applications, and employer profiles.
- Guide and provide support to volunteers involved in facilitating job placements and wage employment.
- Establish and maintain regular communication with stakeholders, including employers, organisations, and vocational training graduates.
- Collaborate with the Monitoring and Evaluation Officer (MEO) to ensure accurate data collection and entry into the project's database.
- Assist the Admin and Accounts Officer (AAO) in maintaining inventory and stock registers.
- Collaborate with the TCiC and AAO to distribute payments to graduates placed in various organisations.
- Provide guidance and support to graduates interested in self-employment initiatives.
- Contribute to the preparation of project-related documents and reports as required.
C. General
- Assist project implementation team in conducting regular/monthly and need based meetings
- Regularly update the senior management on project progress and challenges in the field and ensure their timely solutions.
- Ensure logistics and security to the project’s staff as per organization’s policies and procedures in coordination with Logistics department.
- Create congenial/friendly working environment for all staff members and ensure appropriate learning culture adhering to all safeguarding issues.
- Attend training/orientation as and when asked by the organization/ project management and participate in meetings, workshops and other events organized by other stakeholders and represent the project
- Perform any other related duties or responsibilities when assigned by the organization/ project management.
Part III: Required qualification and competencies
Academic:
- Bachelor degree / Diploma in any relevant discipline,
- Minimum 02 years of professional experience
- Knowledge of Rohingya dialect is desirable and experience in the Rohingya Camp Context will be preferred.
Skills:
- Knowledge in Stock Management is desirable.
- Familiarity with monitoring and evaluation in humanitarian contexts.
- Ability to assist in developing monitoring frameworks, data collection tools, and reporting templates.
- Fluency in local languages and a deep understanding of refugee camp culture.
- Ability to coordinate data collection from field locations and liaise with program teams.
- Comfortable collaborating remotely and traveling frequently to project sites.
- Familiarity with organizational policies, donor regulations, and ethics.
- Proficient in MS Office Application.
Salary: BDT 35,000/month (inclusive all)
