Invitation for Consulting Services on

Rapid Gender Analysis in Bhasan Char

Japan International Cooperation Agency (JICA) is an implementing agency of Japanese Official Development Assistance (ODA). With our vision “Leading the world with trust”, JICA with its partners, provides effective support to promote development that results in sustainable socioeconomic growth and poverty reduction.

The voluntary relocation of Forcibly Displaced Myanmar Nationals (FDMNs) from their congested camps in Cox’s Bazar to Bhasan Char in Noakhali District began in December 2021 as the government of Bangladesh’s initiative to provide alternative support to FDMNs in Cox’s Bazar. As of 30 November 2022, UNHCR reports more than 28,000 FDMNs have already completed their relocation to the island. The government, which leads the provision of humanitarian assistance to the relocated FDMNs in Bhasan Char in collaboration with humanitarian partners, continues to encourage the further relocation to the island, as the settlement facility developed by the government has capacity to accommodate additional people in need of help.

JICA has been providing dedicated and quality development assistance to the government of Bangladesh since 1973 in a variety of sectors nationwide. In view of emerging basic human needs in Bhasan Char, JICA will support a Rapid Gender Analysis, which is expected to complement existing needs assessments as well as provide detailed account of local gender dynamics that significantly affect the life of women, men, girls and boys in all diversity living in the island.

Consultancy Service for Rapid Gender Analysis in Bhasan Char The consultancy service will be provided by an assessment team which includes the following members.

Team Leader

  1. Demonstrated experiences of conducing Rapid Gender Analysis in a humanitarian context in Bangladesh
  2. At least 5-year experience of working in a humanitarian and/or development sector
  3. Advanced degree in a field relevant to the assessment (i.e. gender studies, social science and so on)
  4. Extensive knowledge on gender analysis in general and gender transformative approach
  5. In-depth knowledge of humanitarian situation in Cox’s Bazar after 2017
  6. Good understanding of multi-sector needs assessment
  7. Strong report writing and communication skills in English

Research Advisor

  1. Demonstrated experience of conducing Rapid Gender Analysis in a humanitarian context in Bangladesh
  2. Demonstrated experience of conducting assessment in Bhasan Char
  3. Good understanding of coordination mechanism in the Bahsan Char context
  4. Extensive experience in leading a data collection team for field assessments
  5. Experience working with FDMNs in Bangladesh
  6. Strong report writing and communication skills in English
The contract period will be 3.5 months, up to 14 June 2023.

JICA invites eligible firms to indicate their interest in providing the services. Applicants are requested to submit their proposals as per JICA instruction mentioned in the “Request for Proposal.”

Interested applicants are requested to collect the “Request for Proposal” by sending a formal request to the e-mail address (bd_oso_rep@jica.go.jp) by 13:00, 7 February 2023.

The proposal in accordance with the requirements specified in RFP must be submitted to the email address (bd_oso_rep@jica.go.jp) by 16:30, 11 February 2023. The subject of the email shall be titled as “Proposal on Rapid Gender Analysis in Bhasan Char”. Any application received after the deadline will not be considered for the position and discarded.
