Invitation for “Public Policy Coordinator”

Japan International Cooperation Agency (JICA) is an implementing agency of Japanese Official Development Assistance (ODA) in Bangladesh since 1974. With our vision “Leading the world with trust”, JICA with its partners, aims to provide effective support to promote development that will result in sustainable socioeconomic growth and poverty reduction.

The Government of Japan has long been supporting good governance in Bangladesh. In order to achieve a transition to a middle-income country by 2021, which is the national development goal of the government of Bangladesh, JICA has been providing assistance in almost all socio-economic sectors throughout the country. JICA aims to provide assistance to promote the inclusive and sustainable development, by accelerating and sustaining dynamic economic growth beyond the present level, and taking measures against the widening disparity and socialization associated with rapid economic growth.

Under the supervision of JICA Bangladesh office and Bangladesh Institute of Governance and Management (BIGM), the incumbent serves as key technical staff to enhancing the policy formulating capacity of core leaders including government officials by providing opportunities to collaborating with external stakeholders. The consultant will be deployed based on individual capacity:




Public Policy Coordinator

  1. Master's degree in public administration, economics, law or relevant subject is required.
  2. At least five years of progressively responsible professional experience in education or other social sector is required.
  3. At least three years' experience of work for Universities, Research Institutes, the Government of Bangladesh, a foreign government, international development agency is required.
  4. Senior level expertise to interact with Academics, high-level experts or Government policy makers and development partners is required.
  5. Fluency in English and Bangla required.

The initial period of contract is 4 months, with a possibility of annual extension up to March 2021.

JICA invites eligible applicants to indicate their interest in providing the services. Applicants are requested to submit their request as per JICA instruction mentioned in the “Request for Quotation”
Interested applicants are requested to collect the “Request for Quotation” by sending a formal request to the e-mail address ( by 02:00 pm, 17th October 2019.

The request must be submitted by 31th  October, 2019 up to 4:00 pm at JICA Bangladesh Office during office hours (Sunday-Thursday: 8:30-16:30). CV and other documents shall be in a sealed envelope and be clearly marked “Application for the post of consultant (Public Policy Coordinator)”. Any application received after the deadline will not be considered for the position and discarded.

Only short listed candidates will be contacted. Those who passed the primary selection will be invited to 2nd selection. A 1-hour examination will be held at JICA Bangladesh Office. Examination date will be informed to the shortlisted candidates.
