Invitation for “Consultant: JICA Yen Loan (Health) Project Coordinator”

Japan International Cooperation Agency (JICA) is an implementing agency of Japanese Official Development Assistance (ODA) in Bangladesh since 1974. With our vision “Leading the world with trust”, JICA aims to provide effective support to promote development that will result in sustainable socioeconomic growth and poverty reduction.

JICA’s support for the HPNSP has been provided by the combinations of yen loans and technical cooperation.  Currently, we have three yen loan projects: 1) Maternal, Neonatal and Child Health Improvement project (Phase-1), 2) Maternal, Neonatal and Child Health and Health System Improvement Project and 3) Health Services Strengthening Project and two technical cooperation projects: 1) Capacity Building of Nursing Services and 2) Strengthening Health Systems through Organizing Communities. 

Under the guidance of JICA Bangladesh Office, the Consultant is expected to monitor and facilitate the implementation of the above yen loan projects by working closely with MOHFW as well as other stakeholders beyond the health sector such as Ministry of Finance and Ministry of Housing and Public Works.  The yen loan projects are programmed to create synergies with the technical cooperation projects.  Therefore, the Consultant is expected to coordinate effectively with the technical cooperation project teams as necessary to maximize results.

  1. Master's degree in business administration and/or social sciences is required
  2. At least seven years of progressively responsible professional experience and in-depth understanding of Bangladesh’s health sector is required.
  3. At least three years' experience of work for the Government of Bangladesh, a foreign government, international development agency, or NGOs is required.
  4. Senior level expertise to interact with Government policy makers and development partners is required.
  5. Fluency in English and Bangla required. 
The initial period of contract is six months with a possibility of annual extension up to 3 years.
 

JICA invites eligible applicants to indicate their interest in providing the services. Applicants are requested to submit their request as per JICA instruction mentioned in the “Request for TOR of Project Coordinator”

Interested applicants are requested to collect the “Request for TOR of Project Coordinator” by sending a formal request to the e-mail address (bd_oso_rep@jica.go.jp) by 02:00 pm, 19th June 2019.

The request for proposal must be submitted by 20th June, 2019 up to 4:00 pm at JICA Bangladesh Office during office hours (Sunday-Thursday: 8:30-16:30). CV and other documents shall be in a sealed envelope and be clearly marked “Application for the post of Consultant: JICA Yen Loan (Health) Project Coordinator”. Any application received after the deadline will not be considered for the position and discarded.

Only short listed candidates will be contacted. Those who will pass the primary selection will be invited to 2nd selection. A 1 hour examination will be held at JICA Bangladesh Office. Examination date will be informed to the shortlisted candidates.
