Invitation for “Consultant for Study on the Bangladesh Higher Education Sub-sector to explore potential JICA projects”

The Government of Japan has long been supporting the education sector in Bangladesh. The ongoing projects include grant aid for Primary Education Development Program, technical cooperation project for primary math and science education, and technical cooperation project to support polytechnics. Current JICA’s support to Bangladesh in higher education includes provision of fund for Bangladesh-Japan joint researches under SATREPS, and various scholarships to study at universities in Japan.

Recognizing increasingly important role of higher education in sustainable economic and social development of Bangladesh, JICA is considering a possibility of further support in this subsector. As a first step, this Study explores the possible areas that JICA may able to effectively contribute in the higher education in Bangladesh.

Study Objectives
The objective of the Study is to conduct a situation and needs analysis of higher education subsector in Bangladesh to identify potential support areas and projects of JICA.

Tentative Work Schedule
The study period is 3.5 months from the date of signing of the Contract.

  1. Lead consultant should have Masters’ Degree or preferably Ph.D as well as minimum 20 years’ relevant work experience
  2. Knowledge of Development Partners’ work and project in higher education in Bangladesh is required
  3. Need to have network to be able to contact and make appointments with key stakeholders in higher education in Bangladesh without JICA’s support
  4. The task may be done by a lead consultant and junior consultant(s)

Duration on the consultancy services would be approximately 3.5 months.

 

How to apply

JICA invites eligible applicants to indicate their interest in providing the services. Applicants are requested to submit their request as per the instruction of “Request for Quotation with Curriculum Vitae”.

The Consultant will be selected in accordance with the procedure set out in JICA. It is expected that the service may commence in June 16, 2019.

Interested applicants are requested to collect the “Request for Quotation” by sending a formal request to the e-mail address bd_oso_rep@jica.go.jp by 02:00 pm, 26 May 2019.

The request must be submitted by 28 May, 2019 up to 4:00 pm in JICA Bangladesh Office during office hours (Sunday-Thursday: 8:30-16:30). CV and other documents shall be in a sealed envelope and be clearly marked “Application for the post of consultant (Study on the Bangladesh Higher Education Sub-sector to explore potential JICA projects)”. Any application received after the deadline will not be considered for the position and discarded.
