Job Summary
The Senior Program Officer – One Health Focal Point – will support implementation of Breakthrough ACTION’s social and behavior change (SBC) system strengthening project with the Government of Bangladesh (GOB). This position will work under the direction of the Chief of Party/Country Director and the Director of System Strengthening to lead designated government institutions in a structured process to assess their SBC capabilities and co-design system strengthening activities to meet these needs. This position will collaborate closely with the One Health Secretariat and other relevant ministries and departments as well as the GOB’s Communicable Disease Control (CDC) program to integrate SBC initiatives within the One Health framework. Duties may be assigned for other aspects of this project or other CCP projects as needed.
Essential Duties and Responsibilities include but are not limited to the following. Other duties may be assigned.
Systems Strengthening
- Forge and maintain strategic relationships with key stakeholders in the One Health Secretariat and other relevant government departments/units
- Manage project activities, with support from the CoP/CD, to identify, plan, design, implement, and monitor activities with the One Health Secretariat, and other relevant government departments/units
- Support One Health Secretariat to integrate SBC as part of their operational plans
- Support One Health Secretariat to develop mechanisms for implementing systemic SBC activities at the local, district and divisional level
- Form technical working groups with the One Health Secretariat and partners and advocate on the development and dissemination of priority zoonotic disease guidelines, SOPs and strategic frameworks
- Consolidate SBC coordination among global health security implementing partners at the national level
- Assist with organizing trainings and workshops including the Leadership in Strategic Communication Workshop, equity, training of trainers for RCCE training package
- Develop roll-out plan for cascading trainings on RCCE from national to sub-national levels
- Identify risks and issues that threaten the successful delivery of the program and work with senior management to mitigate them
- Support the government partners in periodic self-assessments and document lessons learned from the process
Program Support
- Provide programmatic support for project budget planning and tracking and procurement
- Support knowledge management by documenting activities of the system strengthening project and any other projects as assigned.
- Contribute to proposal development
- Provide support to MEL team and coordinate within team for ensuring timely reporting and comprehensive documentation of the program activities
SBC Communication
- Develop comprehensive content for BA and CCP blog posts, impact stories, and social media posts as needed
- Conceptualize, copywrite, and edit case stories and reports
- Document and develop publications and digital communication products as needed
Professional and Organizational Growth
- Represent JHU and CCP at relevant external meetings and events
- Participate in relevant networks and forums to stay informed about the best practices and development trends
Qualifications
- Master’s degree with at least 3-5 years relevant work experience in relevant field
- Additional relevant experience and/or training may substitute for some education
- Experience working in social and behavior change communication for health and development
- Strong knowledge of government system of Bangladesh, local administration, and other authorities
- Self-driven, motivated, and diplomatic
- Commitment to JHUCCP’s mission, vision and values
Language Skills:
- Excellent written and oral skills in Bangla and English.
