Job Purpose: The Regional MNH-FP Supervisor will provide support to the relevant regions of CNHA programs for Jhpiego Bangladesh. S/he will work very closely with different consortium members of the CNHA project to integrate the continuum of MNH&FP care from facility to community. The position is focused on engaging communities in situational analysis, designing program strategies, implementation and monitoring of program results in the particular region. The position will also focus on addressing gender issues related to uptake of health services, especially, respectful care, gender-based violence, male norms and involvement, and addressing user barriers. To effectively engage communities, the position will also provide leadership at the regional level in providing technical and managerial expertise for local CSOs to support community-based interventions.

Main duties & responsibilities:

  • Assist in implementing MNH & FP interventions under CNHA project;
  • Liaison with core teams for community and facility levels MNH-FP activities, including support to community and facility level health workers.
  • Engage and build technical and managerial capacity of local CNHA partners, Core team members in implementation of MNH&FP activities;
  • Work with Senior Technical Manager and MNH&FP Adviser to implement trainings and other interventions related to MNH-FP for core team members and front-line health care providers;
  • Engage with CSGs and CGs to conduct supportive supervision to facilities and communities to ensure that MNH-FP program strategies are effectively implemented, monitored and reported.
  • Implement program strategies to promote quality MNH&FP services from community to facility levels;
  • Provide technical Support to relevant CNHA program staffs to create a sustainable linkage of Community Health Workers (CHW) and health facility staffs in the project supported areas for the technical interventions of the CNHA projects including referrals;
  • Technical support the core team members to implement service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate MCH/FP/RH services with available health and non-health sectors;
  • Coordinate work planning and reporting on program progress at the regional level;
  • Support district and regional teams to aggregate, verify, report and evaluate data received from sub grantees/local partners and collaborate with other consortium members to review and provide feedback on monthly basis.
  • Facilitate collaboration across public and private, and for- and non-profit sectors in relation to CNHA project;
  • Liaise with District Councils, District Health Management Teams and other local government authorities to facilitate their input and support community and facilities-based interventions of CNHA project;
  • Develop and maintain excellent relationship with colleagues, core team and local government authorities;
  • Ensure that national standards, policies and guidance on CHW are implemented by sub grantees/local partners through meetings, trainings and supportive supervision;
  • Coordinate documenting and share lessons learnt during the implementation of the project.
  • Establishes systems for tracking progress, indicators and deliverables according to agreed work-plans and prepare program reports to ensure the consortium partners, donor and headquarter reporting requirements are met;
  • Keeps the concerned program staff/ supervisor informed of successes, challenges and lessons learned;
  • Monthly facility visit schedule to be discussed, reviewed, and coordinated, as pertaining to facility needs, with Sr. Technical Manager & Technical advisor CNHA on a monthly basis.
  • Submit monthly and quarterly reports to Sr. Technical Manager as per stipulated timeline.
  • Coordinate and support partners and stakeholders in the implementation of CNHA project activities in the focused district;
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment;
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Key Requirements:

  • MBBS with advance degree in public health 
  • Minimum 5 years’ experience in managing community health programs

Key competencies:
Knowledge, Skills and Abilities:

  • Minimum of MBBS with Masters in public health or gynecology & obstetrics or other relevant field
  • Experience building capacity at individual and organizational levels including for local sub grantees;
  • Current knowledge in the field of maternal newborn health including antenatal care, family planning, postnatal care and newborn care.
  • Working experiences in community engagement, particularly on gender integrations.
  • Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, supervision, performance and quality improvement, monitoring and evaluation, and facilitation.
  • Minimum 5 years’ experience in managing community health programs
  • Prior training experience for literate and non-literate audiences; experience in participatory methods
  • Prior experience in supervision of community health workers, development of BCC materials
  • Experience working with USAID-funded projects, Ministry of Health and Social Welfare (MOHSW) and Local Governments
  • Demonstrated in-depth understanding of Bangladesh healthcare system, particularly the public health system
  • Strong skills in word processing and Excel spread sheets;
  • Solid written, presentation, communication and organizational skills in both English and Bangla
  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability)
  • Ability to travel up to 60% time.
