Job Context:

Islamic Relief is implementing Orphan Support programme for over two decades in Bangladesh. The programme aims to promote community based alternate care model for vulnerable orphan children through providing regular financial as well as social support to orphan children. Over the years many more component has been added in the programme and alternative livelihoods model has been implemented which focus on strengthening family capacity. The programme is at a very important juncture and requires thematic leadership to take it to higher level by proactively engaging at national and international child rights discourse, show case community based alterative care model and influencing the policies around Child Care, protection and rights in the country. Under the current restructuring process and also considering the dominant discourses around children issues, the department name has been changed to Child Rights and Inclusion.

The Specialist – Child Rights and Inclusion will mainly be responsible for mainstreaming inclusion & Child Rights in Islamic Relief programme. S/He will work closely with Manager Child Rights and help him to develop quality proposals on Child Rights and Inclusion issues. She will lead in spearheading thematic discourse on child rights and inclusion and act as focal person on matter related to safeguarding and inclusion. S/he will Ensure Programme Quality and Impact, do fundraising and advocacy as well as support the programme manager in Monitoring, Evaluation and Reporting.

The position requires strong understanding with child rights discourse both nationally and internationally. S/he should have also understanding on social inclusion and safeguarding issues.  It’s a thematic position hence requires strong understanding of policy issues and flair of writing in precise and crisp way in English.

Support in mainstreaming inclusion approaches throughout IRB’s work
  • Contribute to develop an inclusion strategy for the consortium; contribute in regular review and adaptation of this strategy as necessary throughout the project’s implementation.
  • Contribute to ensure increased capacity of IRB as well as partner staff mainstreaming inclusion programming across their activities
  •  Contribute to ensure the disability and gender inclusion assessment within targeted stakeholders, to policies and practices (including adhering to safeguarding principles) to enable women and men with disabilities enjoy equal rights in the workplaces

Monitor and follow-up inclusion mainstreaming commitment during project implementation
  • Visit the working areas of the project to measure the expected outcomes in relation to inclusion aspects/deliverables
  • Develop brief reports clarifying the gaps/areas of improvement, and support Program Manager, partners & implementing partners to address those areas
  • Prepare monthly/quarterly monitoring plan, and share with concerned partners & project focal
  • Carry out knowledge-based discussion with staffs & management in every visit on inclusion gaps.
  • Solve critical problems & issues raised by consortium members, partners or stakeholders, engaging relevant bodies

Ensure programme quality and impact
  • Take part in the development, research & learning agenda, and socialization of CR programming approaches, to ensure that IRB’s CR work reflects our best understanding of how to address identified problems being faced by children in multiple contexts & countries
  • Support Program Manager & the technical working groups linked to the development, learning and socialization of CR programming
  • Develop high quality concept notes, project proposals, thematic papers, discussion papers on child rights and inclusion
  • Help PM in identifying funding opportunities
  • Take lead in developing technical guidance papers, training & resource materials and programme guidelines related to child rights and inclusion 
  • Maintain an overview of IRB’s child rights programming portfolio, and provide technical expertise, where required, to IRB members and country offices on Child Rights/Child Protection issues.
  • Assist Program Manager to provide guidance & resource materials to other thematic and crosscutting programming to ensure that these have a strong child rights and governance lens
  • Ensure that projects are monitored regularly, and CR teams & partners are adequately supported
  • Support PM to ensure that Assessment, Analysis & Programme Design are align with the global initiatives & child rights-based; ensure that the minimum standards of humanitarian relief are maintained in accordance with the Minimum Standards for Child Protection in Humanitarian Settings

Communication
  • Support IR communication team both nationally & globally with relevant data & information, and ensure that child rights principles are adhered to in all the publication materials of IRB
  • Prepare and provide regular feeds & stories to global and national communication team to showcase IR’s work in the area of child rights

Advocacy
  • Proactively identify and get engaged in child rights discourse in the country through building strategic partnerships, networking, joint advocacy initiatives, etc.
  • Collaborate closely with IRB’s Head of Program and External Relation & Communication Unit for driving key advocacy messages related to child protection needs & rights in Bangladesh
  • Actively get engaged in UNCRC reporting process at national level
  • Represent IR at different advocacy forums
