Program Brief

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment (WPE), sexual and reproductive health (SRH), gender-based violence (GBV) and child protection (CP). Recently IRC has also introduced two new programs: protection rule of law (PRoL) and education. Throughout 2018, IRC’s response strategy primarily began with targeting Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities were compounded with cyclical monsoon and cyclone seasons that imposed additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is growing over time its geographic coverage within Cox’s bazar, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, and target the vulnerable host groups in all over Bangladesh.

Purpose

Under the direct supervision of Country Director and in close coordination with both program and operations team, this position is expected to support IRC operations (Rohingya response) in Bangladesh in terms of managing government relationships (at different administrative level) and ensuring legal compliances (e.g. FD requirements) set by NGO Affairs Bureau. In addition, he / she will also be expected to take lead on processing visa / work permit and TIN of expatriate staff and visitors as necessary. The post holder will be expected to travel to Cox bazar and in field locations average 5-7 days / month.


Highlights of Key Responsibilities

Government Liaison:

  • Develop a sound knowledge of IRCs global presence as well as activities and strategy in Bangladesh in order to accurately represent the organization in liaisons with the diverse range of relevant stakeholders within GoB
  • Ensure that IRC operates in Bangladesh following all legal and mandatory compliances set by NGO Affairs Bureau (NAB), GoB in timely and quality manner. This includes but not limited to leading and processing of (i) FDs requirements at the start, during and end of the projects; (ii) Various approvals from different level of authorities during the project lifespan; (iii) Project closure formalities etc.  
  • Maintain up to date documentation in both hard and soft copy including tracking sheet of all legal requirements for every project, timely updating and dedicatedly communicate with program team and senior managers for pending approvals / issues
  • Remain up to date on the changes in GoB compliances for INGOs and provide regular update to Senior Management Team (SMT) with necessary advice and recommendations
  • Anticipate potential risks in relation to IRC following with GoB rules and regulations for INGOs, immediately inform senior management and lead / support to manage those risks  
  • Act as the Dhaka based focal point for managing all inquiries from various relevant GoB offices at national level and ensure timely support to his/her counterpart in Cox Bazar to do the same at district, UZ, union and camp levels
  • Based on the advice from supervisor, attend various relevant external meetings in Dhaka to effectively represent IRC
  • Build excellent working relationships and maintain regular communication, coordination and provide updates to relevant government offices on the work of IRC, and on status of pending compliances / approvals
  • Short term covers the position of Manager (Government Liaison and Administration) in his/her absence in IRC Cox’s Bazar office
  • Undertake continuous sensitization and capacity building of program teams at all levels that enable them to fulfil their responsibilities in relation to GoB compliances in timely and quality manner
  • Undertake other responsibilities as assigned by the supervisor

Administration: 

  • Lead processing of new visa and work permit applications and renewals for international staff and visitors following all mandatory requirements in timely and quality manner
  • Maintain up to date documentation in both hard and soft copy including up to date tracking sheet of visa, work permit and revise on regular basis; dedicatedly communicate with concerned staff and senior managers on the visa, work permit, camp permit renewals
  • Remain up to date on the changes in Bangladesh visa and work permit related requirements and provide regular update to SMT with necessary advice and recommendations
  • Anticipate potential risks in relation to IRC in aligning with Bangladesh’s visa and work permit rules and regulations for foreigners, immediately inform senior management and lead / support to manage those risks

Other:

  • Act as security focal point for IRC’s office in Dhaka, provide security briefings to IRC staff and visitors
  • Support operations team on various other operations related tasks as need arise

Requirements

  • Minimum 7 years of relevant work experience including 2-3 years of experience in similar role preferably in International NGOs
  • Excellent and demonstrated knowledge on legal compliances set by NAB
  • Excellent understanding about GoB structure (national, district, UZ, union and Rohingya camp) relevant to operation of NGOs in Bangladesh
  • Demonstrated experience of managing FD7 and FD6 requirements throughout the project cycle management (start up, implementation and closure) 
  • Excellent understanding and proven experience of working on visa / work permits of international staff and visitors
  • Strong communication skills and ability to act professionally and diplomatically on behalf of the IRC, including representation in high level meetings
  • Good command over MS office
  • Dedicatedly, a great teammate and ability to work under pressure    
  • Should be able to work independently and possess good time management skills
  • Excellent command over Bangla language (writing, reading and speaking)
  • Strong communication skills in English language
