Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose

Reporting to the Head of MEAL and Program Quality and technically supported by the Regional Measurement Advisor, Monitoring and Evaluation Expert will work in close collaboration with WB Project (Community Engagement and Mobilization on Gender Based Violence Prevention and Response, and Livelihood Training with Market Linkage) Management team and support teams to optimize monitoring and evaluation and opportunities of the IRC mission in Bangladesh to ensure high-quality programming for the clients we serve. Monitoring and Evaluation Expert is responsible for the design and implementation of multi-sectoral GBV and child marriage prevention and response and Livelihoods intervention of WB project while adhering to IRC, donor and GoB policies. He also supports the global ambitions of IRC Strategy 100, especially Data Ambition, program quality (IMPACT) standards and the Country Strategic Action Plan.

To this end, Monitoring and Evaluation Expert is responsible for ensuring that a comprehensive MEAL Plan and Data Management System is in place, sufficiently resourced and successfully implemented from design, collection to visualization and the MEAL data is contributing to improve program quality and adoptive management. Monitoring and Evaluation Expert will serve as the key liaison and MEAL focal point with government stakeholders and will facilitate collaborative partnership.

Major Responsibilities

Technical Leadership and Partnership

  • Manage all technical aspects and actions of MEAL regarding the multi sectoral GBV and child marriage prevention and livelihood program needs; foster high standards and practices for quality data, analysis, and reports. Enable accountability to clients, partners, GoB and donors.
  • Design MEAL systems and approaches and foster learning.
  • Represent IRC at technical meetings, forums, and other events & build partnership within IRC and other areas of expertise.
  • Champion design, access, and use of data by leaders and partners for shared learning and evidence-based decision-making.
  • Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences.
  • Under the strategic guidance of the Head of MEAL and Program Quality participate in meetings with the donor and Government counterparts to share project progress updates and support in decision-making on various MEAL issues of concern.
  • Coordinate with Livelihood and GBV coordinators to provide required data for timely reporting and decision making.

Technical Oversight

  • Lead the MEAL system and processes for the WB Project in harmony with the MEAL Country and Global Strategy throughout the project cycle by:
    • Working with the Head of MEAL and Program Quality to develop logical frameworks and MEAL plans, and with the MIS Manager to develop digital data collection tools, and processes for online data management.
    • Establishing and ensuring timely data flow, quality checks, and audits, and updating of data visualization.
    • Supervising routine MEAL field activities.
    • Conducting periodic field monitoring visits to assess program quality asper agreed upon checklists and benchmarks.
    • Undertaking regular analysis of monitoring data and working closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.
    • Producing quality reports and updating dashboards with key findings that foster learning and decision-making and shar in project cycle management meetings and team meetings.
    • Working with the Accountability and Learning Manager to identify, detail, and share lessons learned to improve services and results for our clients.
    • Coordinating with relevant partners to ensure that they are able to collect data and provide their inputs as agreed upon in timelines.
  • Provide data and programming inputs to the Head of MEAL and Program Quality to support the design, method, and conduct of surveys such as baseline and end line, and the commission of evaluations in coordination with colleagues and partners.
  • Advocate for and support the expansion of standard mobile data technology and online dashboard join and contribute to IRC’s effort in meeting its internal and external accountability commitments through the implementation of sound accountability, client feedback, and response mechanisms.
  • To enhance timeliness and quality of data collection, analysis, and visualization.
  • Lead the monthly MEAL budget versus achievement analyses and lead overall MEAL financial management.

Team Management

  • Coordinate, lead, mentor and support a dynamic small team of MEAL staff for GBV, child marriage and Livelihood programming; foster timely and high-quality achievement, and an inclusive and respectful team climate.
  • Promote the growth and development of others in IRC teams and partners in MEAL: Lead and craft high-quality technical training and learning materials for partners, colleagues, and junior staff.
  • Participate in the recruitment and onboarding of country MEAL officers, assistants, and relevant partner staff.

Working Relationships

  • Internally, reports to Head of MEAL and Program Quality, supervise MEAL Officer(s), and liaises with technical Coordinators/Managers throughout the country program.
  • Externally, supports partner MEAL staff, and ensures accountability to affected populations (clients).
Requirements
  • A Minimum of 10 years of working experience in MEAL related functions, especially in GBV, child marriage, protection case management and livelihoods programming.
  • Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.
  • Experience leading, designing, and developing monitoring strategies and tools for GBV prevention and response, including a monitoring framework with defined roles and responsibilities
  • Experience designing tools and information flow processes aligned with the overall project monitoring framework
  • Experience with data entry and management in MIS platforms
  • Proficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools are additional assets.
  • Experience conducting mapping of GBV service providers, particularly in project areas with gaps in service mapping, and establishing SEA/SH grievance redress mechanisms and referral pathways in partnership with identified GBV service providers.
  • Demonstrated analytical, systematic-thinking, and problem-solving skills.
  • Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.
  • Confirmed ability to lead, mentor and empower a small to medium professional team.
  • Self-motivated with good organization, planning skills, including prioritizing work and multi-tasking.
  • A strong understanding of accountability and proven ability to build Client Feedback Systems.
  • Willingness to travel to various field-level offices.
  • Ability to communicate in English and Chittagonian, with strong English writing skills.
Specific Educational Qualification
  • Master’s degree from preferably Economics, Statistics, Public Administration, development studies or other relevant disciplines.
