Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose

The Operations Coordinator is responsible for the coordination of all operational functions for the APP project. This includes oversight of Supply Chain, Safety and Security, IT, a general administrative support.

Major Responsibilities

Strategic Coordination & Oversight:

  • Act as the central coordination point between Programming, Movement Operations, Government Liaison, Safety & Access, and Supply Chain teams for all APP-related operations.
  • Facilitate cross-departmental planning and information sharing to support APP activities in Ukhiya, Cox's Bazar, and Dhaka.
  • Ensure alignment with resettlement protocols, donor and stakeholder requirements, and internal policies.

Government Liaison Coordination:
In coordination with the central Government Liaison teams,

  • Provide operational support and oversight on engagement with relevant ministries and authorities.
  • Ensure timely preparation and submission of exit permits, coordination documents, and government reporting documents.
  • Monitor liaison activities to ensure regulatory compliance and representational consistency.

Movement Operations Coordination:

  • Work closely with the Safety, Security, and Access Coordinator and Movement Operations Managers to plan secure and effective refugee movement, ensuring protocol adherence and contingency planning.
  • Coordinate with Safety and Security, Finance, Fleet, and Government Liaison teams for field-level access, movement permissions, and security assessments as required (including land and air travel).
  • Liaise with the Safety and Security Coordinator to monitor local context and ensure APP movement is risk-informed.

Logistics and Supply Chain Coordination:

  • Oversee logistics support for training, events, and refugee movements, including transportation and accommodation.
  • Ensure procurement processes meet program needs, compliance standards, and timelines.
  • Facilitate fleet and asset management aligned with APP priorities in close collaboration with Supply Chain teams.

Communication & Reporting:

  • Maintain a consolidated and detailed operations tracker integrating activities across government liaison, security/access, and logistics.
  • Prepare regular reports for senior leadership and donors on operational readiness, challenges, and achievements.
  • Participate in coordination meetings and represent APP Operations in internal and external forums when delegated.

Compliance & Risk Management:

  • Ensure operational compliance with IRC policies, including safeguarding, anti-harassment, safety/security, and donor regulations.
  • Support development and review of contingency plans and risk assessments related to APP implementation.
Requirements
  • At least 10 years of relevant professional experience in administrative area.
  • Prior management experience, preferably with oversight of Supply Chain, Administration, Finance, and/or IT.
  • Prior work experience in social services or NGO/ INGO environment preferred.
  • Strong organizational and coordination skills.
  • Excellent communication and interpersonal skills.
  • Ability to work under pressure and handle multiple tasks simultaneously.
  • Knowledge of resettlement processes and procedures is highly desirable.
  • Previous experience working in resettlement programs is an advantage.
  • Proficiency in Microsoft Office Suite and other relevant software
  • Good command of written and spoken English
  • Knowledge of refugee languages is highly desirable
  • Good interpersonal and communication skills
  • Although these are not requirements, IRC would prefer candidates with these qualifications:
  • Experience in a multi-cultural or internationally diverse workplace.
  • Previous experience working with refugees or other vulnerable populations.
Specific Educational Qualification
  • Minimum Bachelor’s degree required in relevant field.
  • Any higher degree on Supply Chain is highly preferable.
