Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose

Under the supervision of the Emergency Preparedness and Response Coordinator, the Manager is responsible for supporting the effective implementation of emergency preparedness and response interventions across the Rohingya, host community, and other regions of Bangladesh. The position will reinforce organizational and partner-led emergency preparedness and response efforts before, during, and after climate-induced disasters; oversee and support EPR-related work of program and operation teams; and ensure technical support to partners.

Position Objectives:

  • To ensure context-specific disaster & climate risks are identified for designing disaster risk reduction and climate adaptation, resilience programme, and taking appropriate preparedness measures
  • To provide training and support to the IRC and partner staff responsible for effective emergency preparedness and response.
Major Responsibilities

Technical Quality:

  • Conduct needs assessment and survey to determine the types of emergency-related needs that will need to be addressed in emergency preparedness and response
  • Assist in the implementation of Emergency Preparedness and Response to ensure organizational strategy and compliance.
  • Weekly and Quarterly Facility visits and assessment report sharing with an action plan for the enhancement of emergency response capacity.
  • Regularly assess facilities and equipment, such as emergency management centers and communications equipment, to determine their operational and functional capabilities in emergencies.
  • Support in developing quality benchmarks for emergency services
  • Provide technical leadership on emergency preparedness progress monitoring and periodic data analysis
  • Develop training modules and IEC materials related to Disaster Risk Reduction and , climate change
  • Assist in preparing technical concept notes and proposals for DRR mainstreaming and EPR program
  • Technical support in disaster response or crisis management activities and implement special needs plans and programs to ensure emergency response readiness.
  • Quarterly review of the EPR Checklist and development of an action plan to enhance the organization's capacity for emergency response.
  • Support the capacity development of implementing partners through training, mentoring, and technical guidance.

Program Management:

  • Design and implement a structured schedule for emergency and disaster preparedness training, simulation drills, and technical training for Mobile Medical Teams (MMT), the Protection in Emergency Response Unit (PERU), GBV, CP frontlines team, and incentives workers. Ensure alignment with organizational emergency protocols and international best practices.
  • Collaborate with the Communications team to create and disseminate community mobilization materials focused on Disaster Risk Reduction (DRR), climate change, ensuring culturally appropriate and accessible messaging.
  • Work closely with the Supply Chain and Warehouse teams to ensure the availability and readiness of emergency medical supplies, ambulance services, and critical logistics. Maintain an updated inventory and emergency dispatch plan.
  • Support the timely revision and dissemination of all resource materials related to humanitarian response plans. Ensure coordination with relevant sectors for consistency and integration.
  • Assist in planning, implementing, and monitoring sector-specific preparedness initiatives. Track progress and provide technical support to ensure timely execution.
  • Collaborate with Program, Safety, Security, Access, and Field Operations teams to embed preparedness, risk reduction, and early action strategies into all phases of program design and implementation.
  • Conduct regular follow-ups on facility risk assessment findings. Ensure the timely implementation of mitigation measures to enhance staff safety, security, and well-being across all IRC facilities.
  • Lead the development and periodic update of the Emergency Response Plan, including contingency planning at both organizational and facility levels. Ensure alignment with IRC’s emergency policies and procedures.
  • Develop comprehensive training manuals, guidance notes, and Terms of Reference (TORs) to enhance the technical capacity of frontline teams across sectors. Facilitate knowledge exchange and continuous learning.
  • Prepare detailed implementation and spending plans. Monitor progress against targets and timelines, and adjust plans as needed to ensure effective delivery.
  • Track and report on program performance, comparing targets with actual achievements. Identify gaps and recommend corrective actions.
  • Organize regular project implementation meetings, including monthly and quarterly Budget vs. Actual (BVA) reviews. Document decisions and follow up on action points.
  • Initiate Item Forecast (IF) Purchase Requests (PRs) and Supply Requests (SRs). Develop and oversee distribution plans to ensure the timely delivery of goods and services.
  • Supervise and support the Senior Officer EPR and DRR team under the IRC and the partner’s end.

Coordination and Representation:

  • Maintain close coordination with local-level stakeholders, including camp-level sector focal, site management, CiCs, local governments, disaster management committees, and other institutions to determine their needs and capabilities in the event of a natural disaster or other emergencies.
  • Attend field-level coordination meetings related to emergency management to learn new information and develop working relationships with other specialists.
  • Represent IRC to and proactively engage in relevant coordination focal and meetings at both the field and Cox’s Bazar level and national level (Disaster Management Coordination Structure)
  • Support in liaison with relevant stakeholders in pursuing permissions and legal documents for project needs.
  • Develop and maintain effective functional relationships and linkages with all relevant stakeholders at the community level to enhance cooperation and coordination.
  • Regular communication with the partners to see the progress of quality program implementations.
  • Support operational functions in effectively crafting and delivering preparedness and response, particularly on prepositioning and timely procurement.

Reporting & Documentation:

  • As required, compile or supply for the writing of assessment and project reports.
  • Compile and disseminate data, reports, briefings, etc. (IRC’s or other agencies’) relevant to IRC preparedness and response activities in a timely manner.
  • Prepare detailed activity report (training, day celebration, outreach, coordination meeting)
  • Conduct and develop sectoral needs Assessment and gap analysis
  • Contribute to the design and development of program briefing materials.
  • Develop situation report, Incident report, Needs Assessment Report and facility risk assessment report.
  • Evidence generation through case stories, success stories, photo stories, research, and study.
  • Support in designing communication materials related to emergency preparedness.

Other Duties:

  • Consistently and proactively monitor/assess the situation with the support of field teams; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the emergency management capacity for IRC programs

Deliverables:

Preparedness

  • Quarterly Update on the emergency response staff, including surge MMT, and needs assessment team list.
  • Ensure emergency preparedness at the facility level, including capacity strengthening, community outreach, risk assessment, fire safety equipment placement, emergency supplies prepositioning, and response planning.
  • Update the Humanitarian Response Plan/ Emergency Preparedness Plan (EPP), including the contingency plan (CP) – Cox’s Bazar and the rest of Bangladesh.
  • Mainstream and integrate DRR into multi-sectors and ensure quality implementation of DRR intervention directly and by partners.

Response

  • Compilation of field-level loss and damage report for SITREP.
  • Ensure the arrangement of emergency medical supplies, survival packages, logistics, and ambulance services for emergency response.
  • Conduct emergency needs assessment and assist in developing emergency response plans, budgets, and MEAL plans.
  • Maintain internal and external coordination to address the needs of emergency response.
Requirements

  • Minimum 5 years of experience in implementing emergency preparedness and disaster risk reduction programs, preferably in both refugee and host community context
  • Experience in working with UN Agencies or Non-Governmental Organizations
  • Experience in working in both emergency and developmental contexts
  • Must be willing to work in any case of emergency situation
  • Very good skills in MS Word, Excel, Outlook, and PowerPoint
  • Excellent interpersonal to work with different levels of program and operation team
  • Dedications to humanitarian principles and values
  • Dedications to and understanding of IRC’s aims, values, and principles
  • Good command of English
  • People who have knowledge of the Chittagonian language will get a preference

   
Specific Educational Qualification
  • University degree in Disaster Management, Development Studies, Social Science, or related field
