Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose

The Child Protection Manager will oversee IRC’s child protection prevention and response program, including overseeing the quality, safety, and consistency of Safe Healing and Learning Space (SHLS)/MPC activities and ensuring technical support and supervision for prevention and response program staff and partners.  The Child Protection Manager will work closely with the partners to implement child protection programs, identify their capacity needs, and provide training, shadowing, mentoring, and regular coaching.  The Child Protection Manager will ensure different project activity monitoring, accomplish activity on time, and work closely with the Sr. Child Protection Manager. This position will maintain close coordination with Protection and Women Protection and Empowerment (WPE), Protection Rules of Law (ProL), and other relevant sectors to ensure coordinated and integrated services through SHLS/integrated center. This position will ensure strengthening community-based child protection mechanism for children and adolescents are delivered closely with other streams of the IRC’s Child Protection program both in camp and host community in Bangladesh.

Major Responsibilities

Technical Quality

  • Provide managerial and technical support to IRC and partner child protection staff through mentoring, capacity building, and quality supervision, ensuring effective implementation of prevention and response activities in the host community aligned with IRC standards, national standards and global best practices.
  • Oversee the delivery of high-quality child protection case management services, including identification, assessment, referral, follow-up, and case closure, in accordance with national and inter-agency SOPs.
  • Oversee the implementation and effective use of CPIMS+, ensuring data management aligns with case management standards, SoPs, and data protection protocols.
  • Lead the implementation of age-appropriate Life Skills-Based Education (LSBE) programs that enhance resilience and promote social-emotional learning for children and adolescents.
  • Support partners in strengthening community-based child protection mechanisms by mobilizing and building the capacity of community structures to sustainably identify, prevent, and respond to child protection risks.
  • Ensure the implementation of structured psychosocial support (PSS) activities in child-friendly spaces and within the community to support children’s emotional well-being.
  • Guide and oversee the implementation of positive parenting interventions, including sessions and awareness campaigns that encourage non-violent field, parental well-being, and nurturing care.
  • Deliver ongoing technical training, coaching, and supervision to IRC and partner staff to maintain quality, accountability, and alignment with child protection standards.
  • Prepare and submit timely and accurate programmatic reports, case updates, and donor documentation that reflect achievements, challenges, and lessons learned.
  • Lead the organization of events with the Department of Social Services in alignment with project needs and objectives.
  • Ensure integrated support across child protection, WPE, PRoL, ERD and EPR programme to provide a comprehensive response to children's needs and strengthen referral pathways within and between sectors.

Partners Management and Supervision

  • Provide continuous training, mentoring, and capacity-building opportunities to partner staff to ensure quality implementation of child protection activities.
  • Foster a collaborative and professional working environment with IRC and partner teams, promoting a strong team spirit and ensuring staff are well-supported in their roles.

Grant Planning and Implementation

  • Lead the overall implementation of the child protection program, ensuring alignment with project work plans, spending plans, and monitoring frameworks.
  • Coordinate closely with IRC’s supply chain, logistics, MEAL, finance, partnerships, and grants teams to ensure the timely execution of activities and compliance with donor requirements.
  • Actively participate in grant lifecycle events (e.g., opening, review, and closing meetings) and support course corrections based on field-level monitoring.
  • Maintain strong systems for oversight, quality control, and reporting, ensuring high-quality internal and external documentation and donor reporting.

Coordination and Representation

  • Establish and maintain effective relationships with key collaborators, including government agencies, UN bodies, national and international NGOs, and other CP actors.
  • Represent IRC at CP sub-cluster meetings and technical working groups to support coordinated case management responses.
  • Support partners in strengthening their coordination and collaboration with the child protection sub-sector and technical working groups.
  • Work closely with the Department of Social Services and other relevant government bodies to reinforce formal child protection systems and referral pathways.

Monitoring and Evaluation

  • Support the development and implementation of child protection situation monitoring tools and standard operating procedures (SOPs).
  • Monitor program quality, ensuring the effective use of MEAL tools for data collection, documentation, and reporting; support data use for decision-making and adaptive programming Supervise staff contributing to M&E systems and ensure that findings from weekly reports and field monitoring are effectively consolidated and analyzed.
  • Promote evidence-based programming through regular data analysis, sharing findings with partners and integrating feedback into programming.

Other Responsibilities

  • Regularly assess and report on staff safety and security, liaising with local actors to maintain a secure operational environment.
  • Conduct regular field visits and report key findings and recommendations to the supervisor.
  • Ensure timely submission of administrative requirements such as monthly timesheets, procurement plans, and performance reviews.
  • Carry out additional tasks as assigned by the supervisor to support the effective delivery and development of IRC programs.
Requirements
  • At least 5 years of experience in implementing child protection programs, preferably social work or education, in development settings, emergency experience will be an asset.
  • Proven experience on managing child protection partner/s in the development and emergency context.
  • Previous experience supervising and managing a team in a cross-cultural setting
  • Demonstrated understanding of working with children, particularly vulnerable children
  • Demonstrated experience in capacity building and mentoring of staff
  • Demonstrated experience in grant management and proposal writing.
  • Good computer skills such as MS Word, Excel, and PowerPoint
  • Capable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, coordination functions, training, and the transfer of technical knowledge
  • Personal qualities: Great Teammate, flexible, network-builder, able to handle pressure well.
  • Fluency in English and Bangla required. Fluency in Chittagong is desirable. 
   
Specific Educational Qualification
  • Minimum Master’s Degree in social work, sociology, political science, geography, peace and conflict, development studies and other relevant/related studies, and /or professional experience in working in the field of child rights and child protection – highly desirable.
