Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose
The Program Support Officer (Referral) will be responsible for coordinating and facilitating referral cases between IRC, government hospitals, and vendors in Cox’s bazar and Chittagong. The officer will ensure accurate documentation, timely payments, and logistical support for patient referrals including investigations, medicines, food and operative procedures.
Major Responsibilities
Referral Coordination and Patient Support:
  • Facilitate patient referrals to secondary and tertiary care centers (e.g., Chittagong Medical College) in collaboration with IRC and IOM and RRRC referral Unit.
  • Coordinate ambulance and medical escort arrangements for referred patients.
  • Track all patient referrals, update databases, and ensure required follow-ups.
  • Ensure quality communication with patients and caregivers regarding referral procedures and expectations.

Financial and Logistical Oversight:

  • Coordinate with IOM, RHU and Vendors to receive monthly invoices for investigations, medications, food, and surgical procedures.
  • Verify documentation including hospital slips, medicine counters, and cost records.
  • Support IRC’s finance and supply chain teams in timely processing and disbursement of payments to vendors.
  • Assist in maintaining and reconciling detailed financial records for all referral-related costs.

Monitoring, Reporting, and Compliance:

  • Prepare and submit monthly referral reports in coordination with IOM counterparts.
  • Support quarterly joint reviews with IOM to evaluate performance and identify challenges in the referral process.
  • Ensure compliance with IRC and IOM financial policies and NGOAB regulations.
  • Ensure availability of emergency stock (e.g., food, medicine) for referred patients when needed.

Stakeholder Coordination and Communication:

  • Liaise with government hospitals and vendors to establish smooth coordination and maintain service agreements.
  • Representing IRC in referral coordination meetings with IOM, RHU and hospital stakeholders in absence of Senior Management.
Requirements
  • Minimum 2 years of experience in Logistic/Operations/Program support management.
  • Experience of working with UN Agencies or Non-Governmental Organizations.
  • People who have knowledge of Chittagonian language will get preference.
  • Very good skills MS Word, Excel, Outlook, PowerPoint.
  • Excellent interpersonal and team skills.
  • Dedications to humanitarian principles and values.
  • Dedications to and understanding of IRC’s aims, values and principles.
Specific Educational Qualification
  • Minimum Bachelor’s Degree or equivalent experience in any subject area.
