Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose

The Health Information System Officer will work closely with the Clinical Supervisor to maintain all information hub’s operation in specifically- deployment, monitoring data, prepare plan, check and inform about the project progress against target. The Officer will also be liaising with partner agencies and individual teams within (org.) collecting and collaborating activities and monitoring data. The successful candidate will also be responsible for implementing objectively set of program action plans as per guide from senior management for effective decision making. The position is based in Ukhiya field office with frequent visits to Rohingya camps and (adjacent host community areas within) Cox’s Bazar as necessary.

∎ Close guidance and support will be provided by the Manager/SPO/(any)-CwC.
∎ In order to accomplish the above, the Health Information System Officer will need to be proactive, quick learner and form and maintain a thorough understanding of (org)’s history, values, culture, policies, and long-term programming strategies.

Major Responsibilities

Operational:

  • Develop appropriate training plans for building the core surveillance, alert and response capacities at health facilities and county health level in accordance with the requirement.
  • Ensure that data for key indicators is analyzed, prepared on visible charts, pasted on facility walls and updated on a monthly basis.
  • Support in monthly, quarterly, bi-annual and annual report writing process with updated data captured on key performance indicators.
  • Generate statistical reports as needed to support production of narrative reports for internal decision making, communication with collaborators and partners.
  • Produce monthly achievement of health facilities against targets to measure performance and share with line health Manager.
  • Play an integral role in data analysis, and contribute to the writing and reviewing donor and internal reports
  • Collection of SRH data, Data relating to patient consultations, MHPSS, NCD, Family Planning and other health related information, make necessary adjustments and plan to increase and sustain service delivery of every health facility.
  • Provide necessary information when necessary on a weekly, monthly basis.
  • Organize and facilitate regular group discussions in the Facilities of BPRM, remaining as Roving from Ukhiya Office. This will include evaluation of every health facility and identification of areas of improvement with graphing of necessary schemes on betterment of the areas which need improvement.
  • Provide feedback after identifying the reasons for underachievement of any areas of any facility, identifying the reasons for underachievement and taking appropriate steps along with line manager to solve barriers of underachievement.
  • Organize outreach activities, when required, to ensure that information relating to welfare of health is disseminated in the camps from health facilities properly.
  • Ensure that the facilities are closely working in collaboration with different programs of (org.).
  • Identify opportunities to ensure engagement of population groups who are less accessible (e.g. women, PLWs, older groups).
  • Collect information from all respective camps relating to pregnancy cases in the areas of PHCCs, advice in making pregnancy mapping in collaboration with Supervisors and CHWs and ensure Facility delivery of all pregnancy cases in all respective camps.

Support high quality reporting, monitoring and documentation:

  • Keep daily records of all community feedback, complaints and questions.
  • Assist Manager/SPO/supervisor to produce high quality reports with qualitative and quantitative data.
  • Follow up and cross-check referral cases with communities and service facilities of (org.).
  • Facility visits, specially focusing on pregnant women. Counselling of pregnant mothers about their health conditions and risk they have. Counselling about benefits of facility delivery.
  • Take proactive steps to address community feedback received, with support from (org.)’s management.
  • Take feedback and forward complaints to Complain Management Unit.
  • Promote two-way and interactive communications in all Info Hubs to create an enabling environment.
  • In collaboration with the MEAL team, contribute to the development of an internal data quality improvement plan for health facilities.
  • Conduct real-time analysis of outbreak intelligence data on infectious diseases, with other team members, for epidemic forecasting and detection, guide state ministry of health and county on data quality improvement, use of data for monitoring of trends.

Supervise the quality of services in the Info Hubs/Info Corners:

  • Ensure that hygiene and sanitation rules are respected in the facilities.
  • Ensure crowd management, when needed.
  • Ensure beneficiaries feel welcome in the facilities.
  • Ensure information services are provided respectfully to beneficiaries.
  • Support and collaborate with the MEAL team in bringing specific statistics relating to healthcare delivery.
  • Contribute to Health data planning in coordination with agencies and partners.
  • Contribute to capacity building of the surveillance workforce at camp level.
  • Any other tasks given by line manager.

Communication and Coordination:

  • Communicate and coordinate with other (org.)’s programs.
  • Communicate and Coordinate with other partners working in camps alongside IRC to develop and maintain a friendly working environment and at the same time to bring out organizational goals and objectives.
  • Maintain collaboration with other partners who are also responding to the refugee crisis in the same camps where IRC’s facilities are situated and persuade them to contribute to the PHCCs.
  • Maintaining collaboration and communication with working groups- Health Sector Coordination group, CHW Coordination group, ISCG, SRH working group etc. in ensuring Camp protocols of healthcare delivery.
  • Closely monitor the quality of services in the facilities and their outreach activities.
  • Support supervisor and other officials during external visits (donors or partners).
  • Attend training and workshops, as per need.

  • Read and ensure a full understanding of (org.) Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary.

  • Ensure the incorporation of gender equity principles in all policies and activities.

Requirements
  • Minimum 2 years of experience in the humanitarian sector.
  • Experience in outreach activities will be an added advantage.
  • Must be willing to work under pressure

  • Fluency in English language will get preference. Having knowledge of IT is preferred. Understanding of Rohingya perspectives are preferred.
