Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.
Purpose

The position will establish and enhance the "Strengthening Child Rights Monitoring Mechanism (CRMM)" project across 15 camps in Ukhiya and Teknaf upazilas of Cox’s Bazar district. The Child Protection Manager will strengthen the case identification process, ensuring cases are properly verified, documented, and reported in alignment with project requirements. Additionally, the manager will ensure the seamless implementation of Child Rights Monitoring Mechanism interventions across project locations.

Position Objectives:

  • Oversee and ensure the effective implementation of the "Strengthening Child Rights Monitoring Mechanism (CRMM)" project interventions in accordance with IRC guidelines, work plans, and project timelines.
  • Develop and enhance the process for identifying cases of child rights violations, ensuring incidents are verified, documented, reported appropriately, and that timely support is provided through direct services or referrals.
  • Analyze critical child rights violence cases while consistently monitoring field situations to address child rights issues, conducting impact analyses, and reporting findings. Facilitate capacity building for project staff, frontline workers, and various stakeholders,
  • while promoting awareness of child rights in the designated working areas.
Major Responsibilities

Project Planning and Implementation

  • Provide comprehensive technical and managerial leadership to the child rights monitoring initiative in the Rohingya camps of Teknaf and Ukhiya, ensuring that interventions are culturally and contextually appropriate, prioritize children's safety and well-being, and align with IRC’s child protection standards.
  • Provide managerial and technical support to the CP program staff and partner staff, mentoring, capacity building, and quality supervision to support the implementation of the prevention and response program in the camp and host community in accordance with standard methodologies and IRC policy.
  • Collaborate closely with senior child protection personnel, child protection coordinators, and field teams to ensure incidents of child rights violations are addressed with urgency through rigorous verification, ethical reporting, and secure documentation processes.
  • Design and manage project work plans to align with strategic objectives and ensure timely implementation of planned activities.
  • Facilitate the development and operationalization of a robust monitoring mechanism to systematically track, analyze, and address child rights violations.
  • Ensure the integration of Child Protection Minimum Standards (CPMS) and global best practices into all project interventions, upholding a best interest approach.
  • Support the strategic direction of child protection programming by ensuring that child rights monitoring is effectively integrated into IRC’s broader humanitarian response. Participate in proposal development and program design to uphold technical and ethical standards.

Monitoring, Evaluation, and Reporting

  • Establish and maintain ethical and robust data collection systems in collaboration with the MIS manager, ensuring accurate data collection methods are in place.
  • Analyze trends and patterns in child rights violations, producing actionable insights to inform program strategies while maintaining confidentiality and sensitivity.
  • Prepare and submit high-quality, child-centered reports on project progress, impact, and challenges, ensuring that stakeholders and donors are informed of achievements and lessons learned.
  • Alignment with the ethical management of child rights violation data, adhering to global standards and child protection principles to ensure the dignity and safety of all involved.

Coordination and Partnership

  • Build and maintain productive relationships with donors, government agencies, UN organizations, and NGOs to strengthen child rights monitoring systems. Actively participate in inter-agency coordination platforms to align efforts and avoid duplication.
  • Serve as the focal point for child rights monitoring, representing the project at meetings, workshops, and coordination forums, and advocating for the inclusion of child protection priorities in broader humanitarian discussions.
  • Engage with community leaders and local networks to strengthen community-based mechanisms for monitoring and reporting child rights violations while fostering trust and participation.

Capacity Building

  • Strengthen the capacity of field staff to ensure accurate and ethical data collection for evidence-based child protection programming. Provide ongoing mentoring and technical guidance.
  • Develop context-sensitive training materials and collaborate with the supervisor to arrange and facilitate capacity-building activities for staff, partners, and stakeholders.
  • Consistently plan and implement capacity-building initiatives based on the needs of the project and in alignment with established training plans.
  • Conduct sensitization and capacity-building workshops for partners and stakeholders to enhance their ability to monitor, report, and respond to child rights violations ethically and effectively.

Team Management and Leadership

  • Provide compassionate supervision and mentorship to project staff, fostering a safe and supportive work environment that prioritizes team well-being.
  • Ensure that all team members adhere to organizational policies, including safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), and ethical conduct standards.
  • Conduct regular performance evaluations, offering constructive feedback to enhance staff competency and professional growth.
  • Proactively monitor the safety and security of field teams, addressing risks and concerns while liaising with community leaders and relevant stakeholders to maintain a secure working environment.

Other Duties

  • Perform additional tasks assigned by the supervisor to support and enhance IRC’s child protection programs and address emerging needs, always ensuring the best interests of children are prioritized.
Requirements
  • Minimum 5 years of experience in implementing child protection or protection programs, with a preference for backgrounds in humanitarian setting and or development context.
  • Strong knowledge of child rights violence monitoring and protection monitoring tools, techniques, and best practices.
  • Advanced proficiency in Microsoft office application.
  • Solid understanding of child protection interventions and experience with data management tools relevant to child protection programs.
  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse teams and build capacity among partners and stakeholders.
  • Previous experience supervising and managing teams in a cross-cultural, humanitarian setting.
  • Demonstrated expertise in working with vulnerable children and a deep understanding of child protection issues.
  • Proven experience in capacity building and mentoring staff to enhance program implementation.
  • Ability to apply technical skills and knowledge across multiple capacities, including direct implementation, advisory roles, coordination, training, and technical knowledge transfer.
  • Personal attributes: Team player, adaptable, effective network builder, and able to perform well under pressure.
  • Fluency in English and Bangla is required; proficiency in Chittagong is desirable.
  • Knowledge of the Cox’s Bazar context and the Rohingya humanitarian response is highly advantageous.
  • Proactive and highly motivated to work under pressure.
Specific Educational Qualification
  • Master’s degree in Social Welfare/work, Sociology, International Relations. Anthropology, Development studies or a related field.
