Since 2017, IRC has supported Rohingya Refugees and Bangladeshi nationalities communities in Cox's Bazar, Khulna, Barisal, and Chittagong with integrated services. The organization also addresses climate change impacts by building resilience and promoting economic recovery, education, and protection.

Purpose

IRC is seeking Manager- Government Liaison and Administration for its Bangladesh Country Program, based in Ukhiya with very frequent travel to program locations. Manager- Government Liaison and Administration will closely work with Field Coordinator to ensure the day-to-day functionality of govt. Liaison departments.

Manager- Government Liaison and Administration responsible for liaison and networking with government, donors, NGO/INGOs and international agencies and ensuring IRC’s work is following the regulations of the Government of Bangladesh, related to different ministries, RRRC Office, NGO Affairs Bureau.

Under the direct supervision of APP Operations Coordinator and technical support from Advisor-Govt. Liaison the person expected to support the Assisted Passage Program (APP) operations in Ukhiya, Teknaf and Cox Bazar in terms of managing government relationships (at different administrative level e.g. UNO, CIC, RRRC and DC level) and ensuring approval from CiC and RRRC for TOLL project client’s movement internally from camps-to-camps, camps to Cox’s Bazar for medical assessment and final departure to Australia.

The incumbent is also expected to support on FD, Visa / work permit, Security clearance and Camp pass for expatriate staff of TOLL project.

Major Responsibilities

Government Liaison:

  • Maintain and establish a good professional relationship with CIC, UNO, DC, RRRC and officials.
  • Frequent visit with CIC Offices and host community where IRC programs are excised.
  • Process and manage relevant approval like as medical assessment of clients, biometrics, and final exit from Bangladesh by CiC, Law enforcement agencies, UNO, RRRC and DC and relevant stakeholders.
  • Facilitate, guide, and strengthen staff capacity following RRRC, DC, UNO, CIC office rules and
  • Regulations.
  • Represent the organization to talk with CIC office/s and mitigate critical issues raise by CIC, RRRC and relevant offices.
  • Support to submit papers documents to CIC, RRRC and relevant Offices in a timely.
  • Ensure the documents are prepared and collected approval from respective CiCs, UNO, RRRC and DC Office.
  • Ensure to update all Camps approval to CIC office.
  • Manage government relation and Coordination staff members of TOLL project.
  • Ensure IRC TOLL project all legal compliances set by NGO Affairs Bureau, DC Office, RRRC, CIC, Civil Surgeon and other relevant Govt. Depts. e.g. SB, MoFA, NSI, DGFI, DoFP, DDM and different Ministries (Home, Foreign, Disaster, Health and Women and child and so on) in timely and quality manner. This includes but not limited to processing of (i) FDs requirements at the start of project; (ii) Various approvals from different level of authorities during the project lifespan; (iii) Project closure formalities etc.

Local Administrations Liaison:

  • Proactively liaison with the govt. agencies (UNO Office, CS, UFPHO, Upazilla Health Complex, DGFI, MoFA, SB, DSB) for ensuring different documents submission and approval processes.
  • Ensure that the documents are prepared and collected from the relevant Partners/ programs for required submission to concern places.
  • Based on the advice from the supervisor, will attend various relevant external meetings in (District UZ,Union and camp level) to represent IRC as well as support program.
  • Support program team for any kinds of approval/recommendation in UNOs level. 
  • Develop a sound knowledge of IRCs global presence as well as activities and strategy in Bangladesh in order to accurately represent the organization in liaisons with the GoB.
  • Regular follow-up with UNOs Office for Local Administration Certificate (Project closure certificate).
  • Build excellent working relationships and maintain regular communication, coordination and
  • provide updates to UNO, CIC, RRRC and relevant GoB offices on the work of IRC.
  • Undertake other responsibilities as assigned by the supervisor for the shake of IRC Bangladesh.

Coordination:

  • Coordinate with IRC internal departments like as SC, Finance, fleet, Program for timely procurement, vehicle support for movements of clients.
  • Closely work with other programs of IRC.
  • Coordinate with IRC Ops department at Ukhiya Field Office and Government Liaison team.
  • Work closely with Dhaka and Cox’s Bazar based staff (Advisor/Manager-Govt. Liaison) to ensure all paper works are completed and submitted in timely manner.

Other:

  • Assist in office and other government related tasks in Cox’s Bazar.
  • Other tasks as assigned by supervisor.
  • Ensure compliance with IRC policies and practice with respect to PSEA, safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures.
Requirements

Experience (Including sector/industry)

  • Minimum 6 years of experience in Government Liaison/ Coordination.
  • Experience of working with UN Agencies or Non-Governmental organizations.

Competencies: Knowledge, Skills & Ability

  • Very good skills in MS Word, Excel, Outlook, Power point.
  • Excellent interpersonal and team building skills.
  • Experience of working in refugee context is an added advantage
  • Excellent skills and proven track record of external representation and coordination
  • Experience of managing oversight of govt. liaison and field base operations
  • Excellent inter-personal and problem solving skills and proven ability to negotiate with a wide range of people (internally and externally)
  • High energy, and able to effectively prioritize and execute tasks in a high-pressure environment
  • Ability to work independently and maintain flexibility in an environment where change or revision to projects and planning is regular
  • Cultural and gender sensitivity, adaptability, willingness to travel

Language Preference

  • Strong communication skills in both: Bengali & English.
  • Familiarity with Rohyinga or Chittagonian language is preferable.
Specific Educational Qualification
  • Master’s degree in public administration, humanities, social sciences or social work, law
