Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PRoL) and Education. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox’s bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox’s Bazar and other parts of Bangladesh.

Purpose

Under the supervision of the Deputy Director, HR, the Sr. HR Manager – HR guides and manages the provision of HR services, policies, and programs. This role serves as a strategic partner, aligning organizational objectives with employees and management.

In collaboration with the Deputy Director, the Senior Manager will manage a team of HR staff based in Ukhiya to ensure high-quality and efficient new hire induction, orientation, learning and development, performance management, code of conduct, compliance, employee engagement, and staff care.

The Senior Manager will support the HR lead in adapting and implementing Global HR initiatives and practices. Additionally, the role will provide advisory services to improve staffing resources and performance, promote a positive organizational culture, minimize risks, and ensure economy and efficiency in work processes.

Major Responsibilities

Learning and Development

  • Design and implement the Annual Development Plan (ADP) and Training Needs Assessment (TNA) to address skill gaps.
  • Plan and execute training for every staff member at the IRC that is most appropriate to enhance their skill set through online training such as COMPASS, Navigator, Cornell, 2U short courses, or any other online available resources through KAYA Academy or as advised by the regional office or HQ in consultation with their line manager.
  • Facilitate training initiatives, identifying appropriate facilitators, and conducting both online and offline training sessions.
  • Oversee training logistics to ensure successful execution of development programs, in coordination with the Officer, Talent Development & Incentive Worker Management.

Employee Engagement and Organizational Culture

  • Lead IRC initiatives such as the IRC Way, Raise Concern Campaign, Employee Engagement Surveys, and Gender Sensitivity Campaigns.
  • Represent HR in forums including W@W, Safeguarding, and IRC Way to maintain a safe and inclusive workplace.
  • Lead IRC

Onboarding and Orientation

  • Ensure a seamless onboarding experience for new hires, including induction meetings, training sessions, and providing necessary resources.
  • Update training materials regularly and communicate changes to the staff.

Performance Management:

  • Conduct regular sessions on performance goal setting for the current staff at the beginning of the fiscal year to draft their annual performance goals and work with the individuals to review and advise on their goal setting.
  • Foster a performance-driven culture through structured performance management processes, including probation assessments, goal setting, mid-year reviews, and year-end evaluations.
  • Train and support supervisors in people management practices to enhance their managerial effectiveness.
  • Facilitate the annual performance review process and follow up with staff for the quality and timely submission of final check-in forms.
  • Review all the PME forms and advise on improvement areas for re-submission.
  • Ensure timely and consistent PME process is accomplished at the country program.

People Relations and Well Being

  • Manage employee relations cases, conduct investigations, and resolve issues to mitigate risks and maintain a positive work environment.
  • Support country-level and ECU (Ethics and Compliance Unit) complaints management to ensure compliance with IRC standards.
  • Ensuring mechanisms are in place to provide a harassment-free workplace to IRC Bangladesh staff.
  • Research the assigned employee relation cases to find details and compile the case for HR lead review and onward submission.
  • Investigate, when assigned, the staff concerns to support in resolving day-to-day staffing issues.
  • Maintaining up-to-date records for employee relation cases.
  • To provide support to the HR lead in follow-ups on People Survey Reports key findings.

Partnership and Compliance

  • Conduct HR compliance assessments for partner organizations and provide feedback for corrective actions.
  • Visit partner organizations regularly to monitor HR practices and support their development plans.

Incentive Worker (IW) Management

  • Oversee the recruitment and management of Incentive Workers (IWs) to ensure alignment with organizational policies.
  • Provide strategic guidance to the team on IW-related processes, including recruitment, payments, and training
Requirements
  • HR professional with 7-8 years of experience in staff management, recruitment, compensation, training, and HR administration, ideally with international experience.
  • Strong competency in training and development, including conducting Training of Trainers (ToT).
  • Skilled in planning, prioritizing, and managing under pressure with attention to detail.
  • Demonstrates integrity, discretion, and diplomacy in managing complex HR matters.
  • Excellent management, interpersonal, and negotiation skills, fostering cross-cultural teamwork.
  • Proficient in MS Word, Excel, Outlook, and PowerPoint.
  • Knowledgeable in Bangladesh Labor Act (BLA).
Specific Educational Qualification
  • Bachelor’s degree in Business Administration.
  • Master’s degree or other advanced qualifications in a relevant field is a plus.
Professional Degree/ Certification
  • Professional HR certification is an added advantage.
